What You Will Accomplish:

  • Facilitate project coordination with appropriate departments and LA County city personnel. Coordination with all LA County cities will be required during all phases of the project.
  • Facilitate project coordination with Caltrans.
  • Coordinate the preparation of engineering plans, drawings, specifications, procedures, and schedules necessary for utility rearrangement and restoration work.
  • Coordinate and oversee utility construction.
  • Develop technical reports, feasibility studies, economic analyses, and other forms of correspondence, including letters, notices, and design reviews, that apply to project utility service requirements, utility rearrangement configurations, and construction permitting.
  • Negotiate and prepare agreements/contracts with agencies and public/private utilities for all services and work necessary to support Client construction activities; oversee work for compliance with schedule, cost, and work quality by developing budget and directing activities.
  • Prepare, coordinate, and apply for permits required for construction activities on behalf of Client contractors.
  • Apply agency and utilities specifications, codes, and safety orders; analyze and resolve any conflicts between Client contractors and the agencies/utilities; mitigate all problems involving encroachments, noise abatement, entry onto private property, and other issues of public/private concern.
  • Provide 24 hour per day on-call status for response to emergency conditions involving utility services or use of public right-of-way at Client projects; assist in developing claim strategies for minimizing damage assessment.
  • Provide interpretation, technical expertise for responses to those Requests for Information (RFIs) and Requests for Comments (RFCs) which involve agencies/utilities and work in the public right-of-way.
  • Assist management in the establishment and forecasting of long-term budgets.
  • Represent third party interests at pre-bid meetings, pre-construction meetings, weekly project progress meetings, readiness review meetings, as-built drawing reviews, and final inspections.
  • Responsible for the preparation, review, and approval of contractor close out actions upon contract completion and requesting a Certificate of Completion from the contractor and a Letter of Acceptance from the Third Party Agency/Utility.
  • Maintain various project files and records necessary to provide project backup information regarding cost, schedule, work scope, work quality, and related issues.
  • Prepare and process work orders and requisitions.
  • Audit, analyze, and approve city and utility invoices and merit of payment.

What You Will Need:

  • Bachelor’s degree in Engineering, Construction Management, Business, or related field.
  • Approximately 2-10 years of relevant experience performing third party coordination type work.
  • Experience working with City of Los Angeles DOT, BSS, BOE, DWP on construction projects.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Compensation:

The approximate annual pay range for this role is $92,000-$190,000. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities.
