Job summary

Base Power Company is seeking a seasoned government affairs leader to drive Texas policy and regulatory engagement. You will build relationships with state legislators, PUCT staff, and stakeholders to shape a growth-focused legislative agenda across Texas.

You will monitor the Capitol, draft policy materials, and coordinate with external lobbyists and coalitions to advance our distributed energy resource initiatives. This role is central to our regulatory strategy in Texas.

Qualifications

• 7+ years of experience in government affairs or lobbying in Texas.
• Deep knowledge of the Texas legislative process and PUCT rulemaking; relationships with Texas legislators.
• Involvement with organizations where state legislators develop model policies.
• First-rate presentation, written, and oral communication skills for advocacy and hearings.
• Self-starter with strong project management; capable of handling multiple workstreams and managing outside lobbyists.

Responsibilities

• Own Base’s government affairs strategy across Texas—set priorities, build relationships with state legislators, PUCT staff, and other stakeholders.
• Monitor Texas Capitol and PUCT activities across sessions and hearings; translate developments into recommendations.
• Track legislation and rulemakings across Texas.
• Draft legislation, testimony, letters, and position papers; manage external lobbyists and advocate partners.
• Build coalitions with industry groups and consumer advocates to advance policy positions on distributed energy resources.
• Represent Base at the Texas Capitol and PUCT hearings; develop briefing materials and policy papers.
