Job summary

Base is hiring a specialist to manage Base Power’s Texas government relations. You will be the face of Base in the Texas legislature, building relationships and leading policy changes to enable growth across Texas. This high-ownership role sits on a small team and will help set the state strategy.

You’ll work with the Legal, Regulatory, Policy team and other groups to align policies with products and priorities as we modernize Texas grid and expand distributed energy resources.

Qualifications

• 7+ years of experience in government affairs, public policy, or lobbying in Texas.
• Deep knowledge of Texas legislative process and PUCT rulemaking; established relationships.
• Involvement with organizations where state legislators develop model policies.
• Strong presentation, written, and oral communication to advocate before Legislature and PUCT.
• Self-starter with project management skills; able to handle multiple workstreams.

Responsibilities

• Own Base’s government affairs strategy across Texas—set priorities and drive outcomes expanding Base’s footprint.
• Monitor Texas Capitol and PUCT activities; translate developments into clear recommendations.
• Track legislation and rulemakings across Texas.
• Draft legislation, testimony, comment letters, and position papers; manage lobbyists and advocates.
• Build coalitions with industry groups and consumer advocates on DER policy in Texas.
• Represent Base at Capitol hearings and industry forums; develop policy papers.
