Job summary

The Moapa Band of Paiutes is seeking a TERO Compliance Officer to lead the Tribal Employment Rights Office and ensure compliance with the Tribal Employment Rights Ordinance. The officer collaborates with contractors, tribal departments, employers, and members to grow opportunities, referrals, and training while maintaining records and reporting to the Business Council.

Qualifications

• Must be 21 years of age.
• Ability to travel regularly to active construction sites.
• Working knowledge of tribal sovereignty as it relates to tribal government operations and business management.
• Experience in contract administration, program administration, or compliance monitoring.
• Ability to exercise independent judgment and sound reasoning, and to hold a firm position with contractors when the Ordinance requires it.
• Strong written and verbal communication skills, including experience preparing reports for a council, committee, or board.
• Proficiency with standard computer applications, including spreadsheets and databases.
• Valid driver’s license and a three-year driving history report.
• Must be insurable through tribal insurance.
• Must pass a pre-employment background investigation and alcohol and drug screening.

Responsibilities

• Administer and enforce the Tribal Employment Rights Ordinance and related regulations.
• Maintain the skills bank, including member qualifications, certifications, and availability, and process employer referrals.
• Help Tribal Members find and secure jobs they qualify for by identifying opportunities, matching members with employers, making referrals, and following up on placements.
• Work with employers, contractors, Tribal departments, and training providers to expand employment, training, and contracting opportunities.
• Maintain the Native-owned and Tribally owned business directory and provide it to employers.
• Establish and monitor hiring goals and negotiate employer compliance agreements before work begins.
• Assess and collect TERO fees and coordinate billing with the Finance Department.
• Monitor contractor and subcontractor compliance through records reviews, site visits, and job-site inspections.
• Investigate complaints and support enforcement actions, appeals, and TERO Commission hearings.
• Coordinate cultural sensitivity training and workforce development programs that help Tribal Members gain the skills needed for available jobs.
• Provide monthly reports to the Business Council on compliance, hiring goals, referrals, placements, fees, and complaints.
• Assist with budgeting, funding opportunities, recordkeeping, and research of applicable Tribal and federal laws.
• Maintain strong relationships with employers, Tribal departments, Tribal Members, and community organizations.
• Perform presentations and other duties as assigned.
