Job summary

Bay Cove Human Services seeks a Tenancy Support Manager to oversee housing operations, lease-ups, landlord relations, and tenancy stabilization across the Metro Boston region. Qualifications

  • At least three (3) years of tenancy support experience.
  • Experience with unhoused individuals preferred.
  • Understanding of Permanent Supportive Housing funding requirements preferred.
  • Professional writing, communication, interpersonal, and organizational skills required.
  • Intermediate proficiency in Windows/Word and Google Apps required.
  • Willingness to travel weekly across the Metro Boston region.

Responsibilities

  • Coordinate tenant lease-ups, meetings, documentation, and move-in requirements.
  • Inspect rentals at move-in/move-out and annually.
  • Serve as primary contact for landlords and tenants on housing matters.
  • Collaborate with case management, landlords, and providers to support housing stability.
  • Attend monthly landlord/provider meetings and coordinate tenancy support meetings as needed.
  • Manage transfer requests, documentation, and reasonable accommodations.

Supervisory Responsibilities: Housing Operations Coordinator

Bay Cove Human Services’ mission is to partner with people to overcome challenges and realize personal potential. Bay Cove pursues this mission by providing individualized and compassionate services to people facing the challenges associated with developmental disabilities, mental illness, substance use disorders, and homelessness at more than 175 program sites throughout Greater Boston and Southeast Massachusetts.

Job Summary: The Tenancy Support Manager coordinates housing operations and tenant support by managing lease-ups, inspections, landlord relations, maintenance, rent compliance, documentation, and tenancy stabilization efforts. The Tenancy Support Manager contributes to Bay Cove’s mission by partnering with tenants, landlords, and service providers to overcome housing challenges, maintain stable housing, and create a foundation for tenants to reach their personal goals.

This is an exempt position.

Essential Functions of Position:

  • Coordinate tenant lease-ups, including on-site meetings, documentation, and move-in requirements.
  • Conduct and coordinate rental unit inspections at move-in, move-out, annually, and as needed.
  • Serve as the primary point of contact for landlords and assigned tenants regarding housing-related matters.
  • Collaborate with case management staff, landlords, and service providers to address tenant concerns and support housing stability.
  • Attend and participate in monthly landlord and service provider meetings.
  • Manage unit transfer and reasonable accommodation requests, ensuring required documentation is completed and submitted.
  • Respond to incident reports, issue sublease violation notices, and coordinate tenancy support meetings when necessary.
  • Support eviction prevention efforts by developing agreements with tenants and providers, coordinating with legal counsel, and representing the organization at eviction hearings.
  • Maintain accurate and up-to-date lease, sublease, tenant income, rent certification, recertification, and payment records.
  • Coordinate maintenance requests, repairs, tenant moves, unit cleanings, junk removal, vendors, invoices, and related expenses.
  • Other job-related duties as assigned.

Requirements for the position:

  • At least three (3) years of experience in tenancy support or similar functions.
  • Experience working with individuals who are unhoused is preferred.
  • Demonstrated understanding of best practices in administration of Permanent Supportive Housing required.
  • Demonstrated knowledge of state and federal homeless funding requirements preferred.
  • Demonstrated professional writing, communication, interpersonal, and organizational skills required.
  • Intermediate proficiency in word processing and other computer functions using Windows, Word, and Google Email and Apps required.
  • Demonstrated passion for engaging with tenants, providers, and landlords to support successful tenancies.
  • Demonstrated commitment to a sustained effort to seek out, acknowledge, and respect the diverse voices of all stakeholders and to advance inclusivity through every function of the role and the agency as a whole.
  • Weekly travel across the Metro Boston region is required. Valid driver’s license required.
  • Bilingual candidates encouraged to apply, pay differential offered for candidates with fluency in certain essential languages - Bilingual Spanish/English or English/Portuguese preferred.

Physical Requirements:

  • Ability to regularly travel within the community to support individuals with housing related needs (driving, walking, or using public transportation).
  • Ability to remain in a stationary position (e.g., sitting at a desk or in meetings) for extended periods while completing documentation and administrative tasks.
  • Frequent communication with individuals, colleagues, and partners, requiring the ability to exchange accurate information in person, by phone, and in writing.
  • Occasional lifting or carrying of program materials, supplies, or small equipment (up to 20 pounds).
  • Must be able to enter and navigate various environments, including multi-story buildings without elevators.
  • Ability to use a computer, tablet, and mobile phone for data entry, communication, and record-keeping.
  • Ability to provide Cardiopulmonary Resuscitation (CPR) and overdose rescue (naloxone administration) if needed.
