Lubbock County is seeking an experienced administrative and accounting professional to manage departmental budgeting, grants, and financial reporting. You will oversee internal controls, accounts payable/receivable, and liaise with the County Auditor’s office, Board of Judges, and Commissioners’ Court.

Responsibilities

  • Prepare departmental budgets for approval by Director and County bodies.
  • Monitor and modify internal controls.
  • Research and write grant applications; secure funding.
  • Prepare financial and operational reports for grants compliance.
  • Manage accounts payable/receivable and vendor payments.
  • Maintain records and produce end-of-activity reports.
  • Perform audits of internal programs.
  • Edit and utilize financial forms.
  • Respond to inquiries from vendors and customers.
  • Ensure compliance with GAAP and county policies.

Job description

Performs the administrative and accounting functions related to the services and programs offered by the Department. Good communication and organization skills, ability to interact with the public, and ability to prioritize are required. Must be capable of working independently with limited supervision.

  • Responsible for the creation of the Departmental budget for approval by Director, Board of Judges, and Commissioners’ Court within time frames required by County Auditor’s Office
  • Monitors and modifies internal control procedures of Department
  • Secures funding by researching, writing, and submitting all government and private grant applications
  • Monitors and reports on financial and operational metrics to satisfy all government grant regulations
  • Responsible for internal program auditing
  • Oversees editing and utilization of all financial forms
  • Creates invoices for departmental customers and inputs receipt of payment
  • Maintains records of amounts due to vendors and requests payments to vendors prior to due dates
  • Researches requests by vendors regarding amounts owed and specific invoices
  • Researches requests from customers regarding account balances and specific invoices
  • Tracks all income and expenditures of the department and compares these to budgeted amounts as well as amounts being reported by County Auditor’s office
  • Plans the budget for each activity and creates an end-of-activity report
  • Manages and tracks mediator payments and accounts payable functions
  • Reports on funding sources
  • Performs such other duties as may be assigned

To perform this job successfully, an individual must be able to perform each essential duty with proficiency and minimum supervision. Require Bachelor’s degree from an accredited college. Bachelor’s degree in accounting is preferred, plus at least one year of related experience. Prefer two years of administrative experience. Prefer experience working with governmental agencies. Be able to complete Basic Mediation Training as available within Department. Good communication skills, organization skills, ability to interact with the public, and ability to prioritize are required. Texas motor vehicle operator’s license and automobile insurance or available alternate means of transportation in the relevant service area is required. Must not have been convicted of a Crime of Moral Turpitude.

KNOWLEDGE, SKILLS, AND ABILITIES:

Prefer individual with knowledge of Generally Accepted Accounting Principles (GAAP) and accounting software; effective leadership techniques; excellent communication skills, both written and verbal; outstanding grammar and vocabulary; experience in public speaking; capable of researching programs and projects in a variety of ways, utilizing multiple sources and resources; knowledge of standard office practices and procedures; ability to read, analyze, and interpret policies and procedures; ability to operate office equipment; proficient in a variety of computer software programs; knowledge of issues and purposes of ADR; knowledge of Code of Ethics for Neutrals and Code of Conduct for Court Personnel; organizational and multi-taking skills; energetic, independent and a self-motivated team player; ability to establish and maintain effective working relationships with coworkers, other offices and employers, and the public; follow oral and written instruction; train effectively.

Employee must have the senses in order to describe environments proposed for activities, including appearance, smell, noise level, and temperature. Employee must also be able to sit for long periods of time.

The noise level in the work environment is usually moderate.
