Position Overview

Astound Broadband is currently searching for a Construction Manager in our Wilsonville, Oregon office, playing a vital role in ensuring quality and timely deliverables of our services building fiber to our customers.

Responsibilities

1. Driving accountable for the capital budgets and schedules associated with construction projects, along with the safety and quality of work performed.
2. Identify fiber routes, building entry, and internal routing requirements necessary to complete the project.
3. Plant protection (This position plays a vital role in ensuring security and protection of our middle mile infrastructure).
4. Delegate permitting to permitting team or third-party engineering vendor(s).
5. Assess both engineering and construction project costing using contractor matrix and issue work to contractors using RT.
6. Issue work orders to internal and external resources while following established company processes and procedures.
7. Accurately update costing in financial systems to reflect current costs and to compare and evaluate versus approved budgets.
8. Develop, coordinate, and execute project schedules with contractors, property management, customers, vendors, internal stakeholders, municipalities, and government agencies.
9. Inspect active construction projects to ensure adherence to company, municipality, or government agency guidelines, and other relevant standards related to Wave infrastructure installation.
10. Complete post-construction plant walk-out including as-builts to fulfill company standards, utility, and local government requirements.
11. Coordinate and participate in internal meetings and conference calls to ensure communication and alignment of initiatives, information sharing, and best practices.
12. Provide training and support for Fiber Construction Lead I-III.
13. Serve as a market-neutral SME on fiber construction solutions and best practices.
14. Identify permitting authorities based on proposed routes, including municipalities, government entities, utility owners, and other agencies with authority over the right-of-way.
15. Complete necessary permit applications and requests to fulfill permit requirements.
16. Visit permitting authorities to submit applications, pick up permits, and obtain status updates.
17. Other duties as assigned.

Candidate Qualifications

• 10+ years of construction management experience.
• Ability to manage multiple projects of varying size, complexity, and budget.
• Expertise in safety construction practices; competent person training certification preferred.
• Expertise in fiber route planning, engineering, and network expansion projects.
• Deep understanding of the permitting process for various authorities.
• Knowledge of fiber splicing, installation practices, and network topology.
• Proficiency in GIS and Microsoft Office.
• Strong data analysis, critical thinking, communication, and organizational skills.
• Ability to work independently in a fast-paced environment.
• Ability to train and support Construction Lead I-III.
• Must reside within 30 miles or a 1-hour commute of the assigned territory.
• Valid driver's license and auto insurance.
• High school diploma or equivalent.

The salary range in Oregon is $80,000 - $128,900, plus bonuses and benefits. Actual pay depends on experience and skills.
