Job Overview
Provide services and support as a Technical Training and Development Business Analyst in the Government And Public Services Industry Sector focusing on Human Capital Solutions for clients such as Washington Metropolitan Area Transit Authority (WMATA). Location: CONUS - Washington D.C. and across the Mid Atlantic Region. Work on‑site at the client location.
Responsibilities and Duties
- Gather and analyze business requirements; identify training gaps; document needs.
- Translate data into actionable insights to support decision‑making and system alignment for TTDV initiatives.
- Collaborate with stakeholders to gather, analyze, and document current‑state processes and functional requirements.
- Create process maps, use cases, and user stories to support solution design and implementation.
- Support change management planning and execution, including stakeholder analysis, communication plans, and training approaches.
- Conduct comprehensive training needs assessments and design instructional content for ILT, CBT, and blended learning.
- Evaluate training effectiveness using frameworks such as Kirkpatrick’s Four Levels and analyze learner behavior data.
- Provide subject‑matter expertise in instructional design methodologies and best practices.
- Analyze, redesign, and digitize existing paper‑based workflows to improve efficiency and accuracy.
Desired Qualifications
- 5+ years in business analysis, data reporting, or training program support within large organizations.
- Bachelor’s degree in Business Administration, Information Systems, or a related field.
- 3+ years of experience in business analysis and process documentation.
- Strong communication and analytical skills.
- Experience with requirements gathering and stakeholder facilitation.
Skills Required
- Analytical mindset, adaptability, communication, and problem‑solving.
- Proficiency in Excel, Power BI, and other analytical software.
- Data modeling, requirements documentation, stakeholder facilitation.
Ancillary Details
- Support performance tracking, project reporting, and change management within TTDV programs.
- Hardware and software licenses (Microsoft Office, Adobe Creative Cloud, Captivate) provided as needed.
- Consultants must have completed recommended training courses or have equivalent experience.
- Deliverables submitted to the Client’s COTR/Project Manager for review and approval.
- Regular reporting: weekly check‑ins, bi‑weekly draft updates, monthly status reports, and final project close‑out documentation.

- Advanced proficiency with Microsoft Office (Excel, Access, Outlook, PowerPoint, Word) and Adobe Acrobat.
- Data analytical tools, Visio, and quick learning of additional tools.
