Job Summary

The Technical Delivery Lead combines business analysis, technical project management, and delivery oversight to move technology initiatives from business requirements through implementation and operational handover.

This role works with business stakeholders, product owners, technical leads, engineers, and vendors to define scope, assess feasibility, establish delivery plans, and manage execution across data pipelines, APIs, integrations, AI-enabled solutions, and applications built on Azure and Microsoft technologies.

The role is accountable for maintaining clear requirements, an agreed delivery plan, named owners, realistic milestones, visible dependencies, and evidence of release readiness. It serves as the primary stakeholder contact for assigned projects or workstreams and drives decisions, issue resolution, and consistent communication throughout the project lifecycle.

Essential Duties and Responsibilities
  • Define business and technical requirements. Lead discovery sessions with stakeholders to understand business objectives, user needs, existing systems, and operational constraints. Document business, functional, data, and non-functional requirements with measurable acceptance criteria.
  • Analyze processes and recommend improvements. Assess current workflows, system limitations, and data gaps. Develop future-state processes and recommend enhancements, integrations, or automation that address business needs and align with enterprise standards.
  • Own the delivery plan. Collaborate with product owners and technical leads to establish project scope, estimates, timelines, milestones, resource needs, and dependencies. Manage delivery against the agreed plan and make the impact of scope, priority, or resource changes explicit.
  • Translate requirements into executable work. Convert approved requirements into user stories, technical deliverables, and a sequenced backlog. Work with product owners and engineering teams to establish priorities, clarify responsibilities, and ensure work is sufficiently defined before development begins.
Essential Duties and Responsibilities (continued)
  • Assess technical feasibility and dependencies. Partner with architecture, engineering, and data teams to evaluate proposed solutions, integration patterns, data availability, and architecture impacts. Identify prerequisites and cross-team dependencies early and secure the decisions needed to proceed.
  • Incorporate security, governance, and compliance requirements. Work with the appropriate business, Legal, Compliance, and Security owners to translate applicable requirements, including Section 7216 and PCAOB requirements where relevant, into documented deliverables, controls, and acceptance criteria. Maintain traceability through testing and approval.
  • Drive technical delivery and issue resolution. Oversee delivery coordination across engineering, QA, DevOps, infrastructure, security, and vendors. Lead technical issue-analysis calls, establish clear actions and owners, and drive blockers to closure without taking over the technical decisions assigned to those functions.
  • Manage risks, issues, dependencies, and changes. Maintain a consolidated delivery record showing business impact, priority, accountable owner, required decision, and target resolution date. Escalate early with a recommended course of action and clearly stated schedule or scope implications.
  • Coordinate testing and demonstrate progress. Work with QA and business stakeholders to define and execute testing, including integration testing, data validation, and user acceptance testing. Run sprint demonstrations of working functionality, capture feedback, and document acceptance decisions and resulting changes.
  • Validate release readiness. Review delivery metrics, defects, data quality, and test results to identify root causes and unresolved risks. Confirm that required technical, security, business, and change-management approvals are documented before release; do not substitute project status for approval evidence.
  • Provide stakeholder and executive reporting. Serve as the primary point of contact for assigned work. Deliver concise reporting on progress against milestones, delivery confidence, risks, dependencies, resource constraints, and decisions needed. Maintain one consistent view of the plan and status.
  • Complete operational handover. Ensure requirements, system documentation, support ownership, training needs, and operational procedures are completed and transferred to the appropriate teams. Track outstanding actions through project closure.
Basic Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business Information Systems, or a related field.
  • Eight or more years of combined experience in technology project delivery and business analysis, including at least two years supporting data engineering, integrations, or software development initiatives.
  • Demonstrated experience gathering and documenting requirements and managing delivery against scope, timelines, milestones, and dependencies.
  • Working knowledge of the software development lifecycle, Agile delivery, QA/testing, release management, and tools such as Azure DevOps or Jira.
  • Technical fluency in cloud applications, APIs, databases, data pipelines, and reporting tools, with the ability to work effectively with engineers and explain technical issues to business stakeholders.
  • Strong analytical, communication, facilitation, and problem-solving skills, including the ability to challenge assumptions, drive decisions, and lead delivery without direct reporting authority.
Preferred Qualifications
  • Experience with Azure architecture, Microsoft Fabric, Power BI, and Microsoft-based integration and application platforms.
  • Experience delivering AI-enabled solutions or initiatives involving sensitive client data, data governance, and regulated business processes.
  • Professional services, accounting, or enterprise technology transformation experience.
  • PMP, CSM, business analysis, or equivalent project delivery certification.
