Job summary

Leidos seeks a Technical Lead to support the U.S. Department of Justice (DOJ) in OCIO Center of Excellence initiatives. You will lead cross-functional technical execution across architecture, data integration, DevOps, and modernization efforts, translating mission priorities into concrete roadmaps and measurable outcomes.

Qualifications

• Bachelor’s degree or equivalent technical experience.
• Minimum seven (7) years of progressively responsible technical experience in software engineering, systems integration, architecture, DevOps, cloud, or related IT initiatives.
• Experience leading project definition, technical planning, solution design, and execution for multidisciplinary teams.
• Experience leading Agile technical delivery using Scrum, Kanban, or similar methods.
• Strong knowledge of software engineering, API integration, automated testing, DevSecOps, CI/CD, cloud environments, containers, infrastructure as code.
• Experience maintaining production capabilities while delivering new solutions.
• Experience coordinating cross-team technical work and managing dependencies and risk.
• Experience establishing and using engineering and product-delivery measures to improve delivery performance.
• Experience coordinating with engineering, networking, security, and governance stakeholders.

Responsibilities

• Lead project definition translating business problems and mission priorities into technical scope, epics, roadmaps, and milestones.
• Provide day-to-day technical leadership for cross-functional teams.
• Coordinate maintenance of current production capabilities while guiding future-state solutions.
• Lead Agile delivery activities including backlog refinement, sprint planning, release planning, and dependency management.
• Establish DevSecOps practices, automated testing, CI/CD, infrastructure as code, and security scanning.
• Coordinate API and data-integration work with DIAMD, networking, and security teams.
• Lead technical reviews and issue resolution across pipelines, integrations, and production systems.
• Partner with architecture and governance on standards, roadmaps, and governance-board activities.
• Prepare governance materials and communicate technical delivery status to stakeholders.
• Define and track metrics like backlog age, cycle time, release performance, and reliability.
