Capio Group is looking for an experienced Technical Lead!

Full-time employee - Remote
Salary: $120,000 - $135,000

Scope of Work:

We are seeking a qualified Technical Lead to support the Client Solution project by overseeing planning activities aligned with the California Department of Technology (CDT) Project Approval Lifecycle (PAL) stages 2 through 4. Responsibilities include:

  • Analyzing current business processes and systems, and developing technical and business environment context, including high-level data analysis.
  • Conducting gap analysis and data analysis for the future system.
  • Creating data migration plans, assisting with risk register development, and assessing technical complexities and governance.
  • Developing project roadmaps and schedules up to Stage 2.
  • Gathering mid-level requirements, including functional, non-functional, interface, and transition requirements.
  • Creating a requirements traceability matrix (RTM) and documenting project assumptions, constraints, and dependencies.
  • Analyzing existing data for cleanup and migration preparation.
  • Responding to stakeholder comments on the Stage 2 Alternatives Analysis document.
  • Preparing and submitting the Stage 2 Alternatives Analysis and related artifacts, including procurement and risk assessments.
Mandatory Experience:
  1. At least five (5) years in the last ten (10) years of aligning IT systems with organizational processes.
  2. Minimum three (3) years in a lead capacity within the last ten (10) years.
  3. Bachelor’s degree in an IT-related or Engineering field; substitutions possible with relevant experience.
  4. At least three (3) years working within a web portal environment with varying user access.
  5. Minimum two (2) years supporting government or nonprofit IT procurement activities.
  6. At least three (3) years of experience with iterative/hybrid software development and implementation.
  7. Minimum three (3) years querying data from multiple sources.
  8. Ability to provide project references upon request.
Desirable Experience:
  1. One (1) year supporting California Project Approval Lifecycle stages 2-4 in a complex IT project (over 100 internal users, 50,000 external users, or over $3 million project cost).
  2. Four (4) or more years supporting government/nonprofit IT procurement.
  3. Experience analyzing business processes and developing technical environments.
  4. Five (5) or more years performing data migration tasks.
