Job summary

Stellarus is seeking a Technical Delivery Lead to serve as the on-the-ground execution owner for strategic technology programs, ensuring on-time delivery, scope alignment, and executive visibility for Blue Shield of California stakeholders. The role drives planning, implementation, and closure across six platform towers and requires strong leadership, strategic thinking, and robust delivery governance.

Qualifications

Bachelor’s degree or higher and 7+ years in technology project or program delivery.
Proven ability to manage multiple concurrent initiatives in a fast-paced, matrixed environment.
Financial literacy to manage project budgets and executive-facing materials.
Experience with AI tools and prompting to improve delivery and documentation.
Familiarity with Agile/Scrum, SAFe, Waterfall or hybrid delivery methods.
Healthcare technology experience and cloud modernization familiarity preferred.

Responsibilities

Own end-to-end delivery for directly owned strategic initiatives from intake to closure.
Coordinate cross-functional programs with business and platform teams; surface risks and blockers.
Produce artifacts like project plans, RAID logs, milestone trackers, and exec status decks.
Lead structured working sessions, sprint reviews, and executive briefings; be TD point of contact.
Apply AI tools to accelerate delivery workflows and document decisions.
Contribute to AI delivery playbooks and best practices within the TD organization.
Coordinate with Release & SCM on change management and release readiness.
Identify systemic impediments and elevate with structured problem framing.
