Job summary

Semper Valens Solutions, Inc. in San Antonio, TX seeks a Technical Advisor to lead complex system development programs and provide technical leadership across multifunctional teams.

The role requires Secret with Top Secret/SCI eligibility and offers an engaging, mission-focused environment supporting DoD programs. Qualifications

• 10 years of overall experience in the functional area; bachelor's degree required; master's may substitute for 2 years.
• 10 years of full-stack software development in object-oriented and scripted languages with DevSecOps, microservices and containers.
• Experience preparing, conducting and documenting system tests to verify operability and requirements.
• 5+ years with bug tracking software (e.g., Jira).
• 5+ years testing web-based applications.
• 5+ years leading software development programs/projects.
• Experience integrating RESTful interfaces and sending/receiving RESTful commands.
• Experience deploying software in cloud environments.
• Security+ certification.

Responsibilities

• Provides subject matter proficiency for work described in the task.
• Provides analytical skills and technical expertise to support development, process improvement, studies, and requirements.
• Exercises authority over contractor engineering and phases of system development for JCC2-R systems.
• Serves as primary PMO touchpoint for technical development and requirements decomposition.
• Leads technical analysis and planning, develops or reviews requirements documents, procedures, and functional architectures.
• Requires expertise in the stated specialty area.

Job Responsibilities:

Responsible for the development and implementation of assigned projects. Responsible for the technical planning, development, testing, supporting deployment, and evaluation of system capabilities.

Job Description:

• Performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex systems, requiring a thorough knowledge of technical skills.
• Provides day-to-day technical/professional guidance and leadership.
• Provides subject matter proficiency for work described in the task.
• Responsible for providing analytical skills and technical expertise to support technical development, process improvement, specialized studies, and definition of requirements.
• Exercises authority over and oversight into all contractor engineering and phases of system development as they pertain to JCC2-R systems and capabilities.
• Serves as primary touchpoint to the PMO in regard to the technical development of prioritized capabilities and the technical decomposition of requirements.
• Typical duties include leading technical analysis and planning efforts, developing and/or reviewing requirements documents, developing procedures, developing functional architectures, and other related management and technical duties.
• Requires expertise in specialty area.

Required Qualifications:

• 10 years of overall experience in the functional area. A bachelor's degree in related field required. Master's degree may substitute for 2 years of experience.
• 10 years of full-stack software development experience in object-oriented and scripted languages (see section 4.2) with the ability to apply several tool suites related to DevSecOps, microservices and containers.
• Demonstrated experience in preparing, conducting, and documenting various systems tests and results to verify system operability and compliance with project standards and requirements.
• 5 years of experience with bug tracking software (e.g., Jira).
• 5 years of experience testing web-based applications.
• 5 years demonstrate experience leading software development programs/projects.
• Practical experience integrating Restful interfaces and sending/receiving Restful commands.
• Practical experience developing and deploying software in a cloud environment
• Security+ certification

Desired Qualifications:

• Experience using Agile Test-Driven development
• Experience integrating into DoD DevSecOps environments
