Job summary

Gap Inc. is seeking a Senior Manager, Technology Portfolio Governance to lead the governance backbone of the GTS portfolio from planning to delivery. You will consolidate demand, capacity, and financial baselines, and own intake workflows across multiple product teams.

You will also drive data hygiene in Clarity/Jira, oversee vendor operations, and partner with Finance on capex/expense reconciliation while delivering executive-ready reporting and risk flags.

Qualifications

• 8-10+ years of experience in technology portfolio governance, demand/capacity management, resource planning, or vendor operations.
• Strong Agile and Quarterly Planning process experience; translate engineering demand into funded capacity plans.
• Hands-on proficiency in Jira and Jira Product Discovery (JPD) for roadmap and demand structuring, plus Clarity for resource and financial tracking.
• Solid project management fundamentals and knowledge on planning, dependency tracking, and status reporting across multiple workstreams.

Responsibilities

• Support Annual and Quarterly Planning by consolidating portfolio demand, capacity, and baselines into a single planning input.
• Own the demand intake process end-to-end with clear scope, funding, and guardrails.
• Coordinate demand-capacity planning with PdMs, TPMs, Engineering, and Finance to close gaps.
• Manage resource planning across MSP and non-MSP populations and onboard into Clarity and Jira.
• Ensure data hygiene in Clarity, audit regularly, and fix root causes with system owners.
• Track vendor/MSP utilization against capacity ceilings and flag risks to finance.
• Oversee managed services governance on vendor timesheet compliance and allocation accuracy.
• Provide training materials and office hours to keep demand and delivery data accurate.
• Produce portfolio reports and support quarterly leadership readouts with Finance.
