Job Summary
VA’s Electronic Health Record Modernization (EHRM) program is implementing a new Federal EHR system to improve healthcare delivery, patient care quality, and safety for Veterans. The system consolidates health records from the Department of Defense, U.S. Coast Guard, and other federal partners, enhancing interoperability and standardization. This effort supports over 275,000 Veterans across six VA medical centers and 25 clinics.
Aptive HTG seeks a Tech Developer Lead to support modernization initiatives for the Veterans Health Administration (VHA), focusing on streamlining issue intake, data governance, and intelligent triage using Microsoft Power Platform, automation tools, and AI-driven enhancements.
The Tech Developer Lead will serve as a senior developer and team lead supporting the intake, triage, and data processing efforts within CPMO. The role emphasizes Power Platform development, AI-enabled issue triage workflows, and optimizing end-to-end data handling. Responsibilities include leading technical resources, building solutions, integrating automation and AI, and ensuring alignment with VA standards and modernization goals.
This role involves three core responsibility areas:
- Automation & Intelligent Intake – Design AI-assisted processes to streamline issue routing, categorization, and stakeholder handoffs.
- Application Development & Data Integration – Leverage Power Apps and related tools to improve intake forms, backend data validation, and user experience.
- Governance & Reporting Enablement – Ensure data consistency, support field validation rules, and produce operational dashboards.
Beyond technical execution, the Lead will mentor developers, collaborate with stakeholders, and ensure data capabilities align with business objectives and compliance standards. This position requires a blend of leadership and hands-on development to maintain efficiency, quality, and strategic alignment.
Primary Responsibilities
- Actively contribute as a hands-on developer, designing, building, and optimizing solutions using Power Apps, Power Automate, Power BI, and AI tools.
- Lead and mentor the development and support team, ensuring strategic alignment while driving quality technical execution.
- Design intelligent intake workflows that use natural language processing (NLP) and automation to triage issues, recommend routing, and detect duplicates.
- Develop user-friendly intake interfaces (e.g., SharePoint Lists, PowerApps, Forms) with dynamic field logic, dropdowns, and validation rules.
- Standardize intake metadata, such as ticket prefixes and IDs, to reduce entry variation and support downstream reporting.
- Oversee efforts to integrate AI-assisted field detection and auto-completion (e.g., checklist completion, routing suggestions).
- Build and maintain dashboards that visualize intake volume, triage accuracy, and system performance to support data-driven decisions.
- Lead continuous improvements to intake processes and backend pipelines, coordinating with data governance and data dictionary teams.
- Support end-user training and change management efforts to drive adoption of new tools and workflows.
- Collaborate across VHA, Aptive, and government stakeholder teams to ensure solutions are fit-for-purpose and technically sound.
- Apply SAFe Agile practices to facilitate sprint ceremonies, backlog prioritization, and delivery tracking.
- Maintain a user-focused mindset by proactively resolving reported issues, optimizing workflows, and ensuring application performance.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related field; Master’s degree preferred.
- 5+ years of experience in application development, including low-code/no-code tools and backend automation.
- Demonstrated leadership experience guiding a technical team and managing competing priorities.
- Strong expertise in Microsoft Power Platform tools (PowerApps, PowerAutomate, Power BI), including integration with SharePoint and Dataverse.
- Working knowledge of AI and NLP applications in intake/classification use cases (e.g., OpenAI, Azure Cognitive Services).
- Experience with relational databases such as SQL Server, SharePoint Lists, or Dataverse for structured data storage and analysis.
- Familiarity with Agile development frameworks, including SAFe, sprint planning, retrospectives, and backlog grooming.
- Understanding of ticketing workflows, duplicate detection, metadata tagging, and structured intake governance.
- Experience applying version control and workflow management tools such as Jira or Azure DevOps.
- Strong communication and problem-solving skills; ability to work with both technical and non-technical stakeholders.
Technical knowledge/skills:
- Advanced proficiency in Power Apps, Power Automate, and Power BI, including hands-on experience building intake workflows, custom forms, and interactive dashboards.
- Strong development skills with Microsoft Power Platform and integration of tools like SharePoint, Dataverse, and SQL Server.
- Experience developing intelligent automation workflows that incorporate natural language processing (NLP), conditional logic, and user validation layers.
- Familiarity with embedding AI tools (e.g., OpenAI API, Azure Cognitive Services) for text classification, summarization, and routing suggestions.
- Proficient in configuring connectors and integrating data across multiple sources, including Excel, SharePoint Lists, Dataverse, and REST APIs.
- Demonstrated ability to standardize and validate metadata inputs (e.g., ticket prefixes, ID formats) to support structured data governance.
- Experience in version control, Agile delivery workflows, and task tracking using tools like Jira or Azure DevOps.
- Understanding of security, privacy, and compliance requirements for Federal data systems, including role-based access control and auditability.
- Proven ability to troubleshoot and optimize system performance, ensuring smooth user experience and efficient data processing.
