Job summary

Texas Commission on Environmental Quality is seeking an experienced Purchaser to support the Air Monitoring Division in procuring technical equipment, materials, supplies and services while ensuring compliance with state purchasing regulations.

The role involves handling complex requisitions, bid support, and AP/USAS/CAPPS data reconciliation, with emphasis on timely funds management and adherence to guidelines. Standard business hours apply with potential for division-specific scheduling.

Qualifications

  • Experience preparing and processing complex requisitions for the purchase of supplies, equipment, and/or merchandise.
  • Experience interpreting and translating state procurement laws and regulations and applying guidelines to implement purchases.
  • Experience utilizing various procurement methods to obtain goods/services, i.e. ProCard/Credit Card, Purchaser Order, etc.
  • Experience with the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Basic Texas Purchase (BTP) or Certified Texas Contract Developer (CTCD) certification.

Responsibilities

  • Perform duties related to the purchase of technical equipment, materials, supplies and services to include: researching suppliers; assisting with solicitations and evaluating bids; assisting with developing, preparing and revising bid specifications; monitoring the receipt of goods and preparing receiving reports; interpreting purchasing policies, procedures and advising staff regarding state and agency purchasing regulations.
  • Review invoices to ensure sufficient funding is available and submit invoices timely to ensure compliance with Prompt Payment Law; reconcile division purchases and ensure accuracy of accounting databases such as Uniform State Accounting System (USAS) and Centralized Accounting and Payroll Personnel System (CAPPS); prepare procurement form change requests to ensure proper utilization of funds; verify the outstanding encumbrances and initiate the appropriate methods for correcting errors or liquidating remaining funds; work with division budget staff to ensure proper and timely use of funds.
  • Ensure compliance with purchasing guidelines and the Prompt Payment Law related to purchases made with ProCard; when needed, provide guidance to other division cardholders; and ensure all necessary documents are submitted in a timely manner.
  • Review, approve, and track division purchases; maintain spreadsheets, databases, and files to include documentation related to each purchase.

This position is a member of our Air Monitoring Division.

Here’s What You’ll Be Doing

Key Qualifications

Required Education & Experience

Graduation from a standard senior high school or its equivalent plus four years of full-time experience in procurement.

OR

Five years of full-time experience in administrative capacity* involving purchasing experience and responsibilities.

Fifteen semester hours from an accredited college or university may be substituted for each six months of the required experience with a maximum substitution of four years.

  • Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Air Monitoring Division.
