The Texas Commission on Environmental Quality (TCEQ) is seeking an Emissions Evaluator to join the Ambient Monitoring Division in Texas. The role involves operating and maintaining advanced air monitoring equipment, leading mobile monitoring projects for emergencies and planned events, and developing technical reports for stakeholder use.

You will provide technical assistance, mentor staff, and help develop SOPs and data handling procedures for complex monitoring systems.

As part of TCEQ's Office of Air, you would contribute to protecting and restoring Texas' air quality. See details about what we do. This position is a member of our Ambient Monitoring Section of the Air Monitoring Division.

Here's What You'll Be Doing

• Operate, maintain, repair, and calibrate advanced state-of-the-art monitoring equipment. Collect and report air monitoring data during emergency events or planned projects.
• Supervise and/or oversee programs, special projects, and activities in the planning and execution of mobile air monitoring for emergency response and/or planned events. Perform data analysis, interprets data, performs quality assurance (QA) and quality control (QC) procedures, and reports analytical results.
• Develop, review, and present highly complex project plans, briefings, and reports related to air monitoring to meet management and stakeholder requirements. Review of highly complex technical reports and test protocols.
• Provide technical assistance to agency staff, the public, and the regulated community on complex environmental monitoring activities. Provide mentorship or training for staff. Develop and review complex equipment standard operation procedures (SOPs), data handling initiatives, preventive maintenance, and troubleshooting procedures for complex monitoring instruments and related software.
• Research and lead evaluation/validation of new technologies, method development, testing, and fielding of new monitoring instruments. Develop specifications for the purchase of complex analytical equipment, standards, and reagents. Coordinate the design and configurations of mobile air monitoring systems. Operate computer hardware and software for complex monitoring and/or analytical operations.

Key Qualifications

• Experience operating, maintaining, repairing, or calibrating environmental monitoring equipment. Experience with air monitoring equipment and chemical analysis instrumentation, (e.g., mass spectrometry, ultraviolet spectrometry, infrared spectrometry, or other analytical instrumentation).
• Experience planning, overseeing and/or leading complex projects and/or programs.
• Experience developing, reviewing, and presenting highly complex project plans, presentations, briefings, reports, or quality assurance documents such as standard operating procedures.
• Experience with performing data analysis, interpreting data, performing quality assurance and quality control procedures, or reporting analytical results.

Required Education & Experience

A bachelor's degree with a major in engineering, basic science, mathematics, environmental science, or a related field from an accredited college or university, plus five years of full-time experience in performing engineering, technical, analytical, or related work in environmental control activities. Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience. One year of full-time experience in the field of environmental control activities may substitute for each year (30 semester hours) of the required education. One year of graduate work (24 semester hours) from an accredited college or university in the specified fields may substitute for one year of the required experience with a maximum substitution of two years. Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m. Individual and work group schedule determined by the TCEQ Air Monitoring Division. This position requires up to 35% travel and participation in an on-call rotation.
