Job summary

The Texas Commission on Environmental Quality (TCEQ) seeks an experienced Accountant to support the Chief Budget & Efficiency Office within the Fiscal Control Division. You will assist with budget oversight, journal postings, and cost-recovery reporting, ensuring accuracy across CAPPS, USAS, and BASIS2 systems.

Qualifications

  • Bachelor's degree in accounting, finance, economics, business, or public administration.

Responsibilities

  • Reconcile accounts receivable in BASIS2, CAPPS FIN, and USAS; prepare journal vouchers to post revenue or corrections.
  • Review and prepare refund requests; post credit entries in AR system.
  • Process return items including NSF/ACH, direct deposit returns and card chargebacks.
  • Assist in preparing cost recovery financial reports for agency divisions, Superfund, and EPA; retrieve documentation from multiple systems.
  • Assist in preparing billings to send and receive payments through ITV process.

YOUR FUTURE TEAM

As part of TCEQ's Chief Budget & Efficiency Office, you would assist the Executive Office with oversight of the agency's budget, strategic planning, and promoting efficiency.

This position is a member of our Fiscal Control Division.

Here's What You'll Be Doing
  • Reconcile accounts receivable system, CAPPS Financials, and Uniform Statewide Accounting System (USAS). Prepare or coordinate with others in preparing journal vouchers to post revenue or corrections in the three systems.
  • Review and prepare refund requests for payments made by check or by credit card. Prepare credit entries of refunds in accounts receivable system.
  • Process return items including non-sufficient funds (NSF)/insufficient fund check documents, electronic checks (ACH) return items, direct deposit returns and credit card chargebacks.
  • Assist in preparing cost recovery financial reports and related documentation for agency divisions, Superfund, and the Environmental Protection Agency (EPA). Retrieve all required documentation from multiple agency systems.
  • Assist in preparing billings to send and receive payments through the Interagency Transfer Voucher (ITV) process.
Key Qualifications
  • A degree in Finance, Economics, Accounting, Banking, Business or Public Administration.
  • Experience working with and/or entering transaction data in BASIS2 Accounts Receivable System, Centralized Accounting Payroll / Personnel System Financials (CAPPS FIN), Uniform Statewide Accounting System (USAS) or other accounting system.
Required Education & Experience

A bachelor's degree with a major in accounting, finance, economics, business, or public administration from an accredited college or university, plus one year of experience where the majority of time was spent in accounting, auditing, or budgeting.*

OR

Five years of experience where the majority of time was spent in accounting, auditing, or budgeting.*

OR

Certification as a public accountant (CPA).

  • A graduate degree in accounting, finance, economics, business, or public administration may substitute for two years of the required experience.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
