Job summary

Jobtailor is seeking a Senior Federal Program Manager to lead multi‑workstream task orders in support of the Department of Veterans Affairs. The role centers on acting as the single interface for the COR and driving PMO deliverables for the Care and Payment Innovation initiative in Washington, DC.

You will oversee planning, execution, and reporting, develop integrated schedules and risk registers, produce executive dashboards, and coordinate cross‑functional teams to ensure on‑time, within‑scope

Qualifications

  • Minimum 4 years of federal healthcare program and/or PM experience.
  • Active PMP certification; required at time of hire.
  • Bachelor's Degree from an accredited institution.
  • Experience with VA, DoD, DoW, HHS, or CMS preferred.
  • Familiarity with federal contracting vehicles and COR relations.
  • Ability to obtain VA PIV credential and pass background checks.
  • Must be able to work on-site in Washington, DC area.
  • No visa sponsorship; authorized to work in the United States.

Responsibilities

  • Develop and maintain project plans, integrated master schedules, risk registers, and status reports.
  • Produce executive briefings, dashboards, monthly status reports, and milestone reviews for senior VA leadership.
  • Lead internal team coordination and cross-functional collaboration across workstreams.
  • Ensure workstreams stay on schedule, within scope, and aligned to contract requirements.
  • Identify, assess, and manage program risks and issues; escalate as needed.
  • Report to VA Central Office on-site meetings when requested.

Job description

  • Serve as the primary interface and single authoritative point of contact for the Contracting Officer's Representative (COR)
  • Lead all program and project management support for the Department of Veterans Affairs Center for Care and Payment Innovation Strategic Planning Division support contract
  • Oversee planning, execution, tracking, and reporting of task order deliverables
  • Develop, maintain, and report on project plans, integrated master schedules, risk registers, and status reports
  • Produce executive-level briefings, dashboards, monthly status reports, and milestone reviews for senior VA leadership and Government stakeholders
  • Lead internal team coordination and cross-functional collaboration across task order workstreams
  • Ensure workstreams remain on schedule, within scope, and aligned to contract performance requirements and PWS objectives
  • Identify, assess, and manage program risks and issues
  • Develop mitigation strategies and elevate critical items to the COR and company leadership
  • Report to VA Central Office in Washington, DC upon Government request for on-site meetings, reviews, and engagement
Requirements
  • Minimum of 4 years of federal healthcare program and/or project management experience
  • Demonstrated track record managing multi-workstream task orders or contracts within a federal agency environment
  • Bachelor's Degree (BA/BS) from an accredited institution required
  • Project Management Professional (PMP) certification through PMI required and must be active and in good standing at time of hire
  • Experience supporting or working directly with federal healthcare agencies, such as VA, DoD/DoW, HHS, or CMS
  • Familiarity with federal contracting vehicles, COR relationships, and Government program oversight processes
  • Ability to obtain and maintain a VA Personal Identity Verification (PIV) credential
  • Must satisfy all applicable VA background investigation and suitability requirements before performing work
  • Must be authorized to work in the United States; no visa sponsorship offered
  • Must reside within reasonable commuting distance of VA Central Office at 810 Vermont Ave NW, Washington, DC
  • Must be available to report on-site at the Government's request without travel reimbursement from the Government
  • Prior VA-specific program management experience, particularly supporting VA Central Office initiatives, the Office of Community Care, or VA healthcare transformation programs, preferred
  • Familiarity with VA data-driven and value-based healthcare solutions and innovation efforts preferred
  • Experience managing deliverables under federal IDIQ contracts and producing compliant PMRs or IBRs preferred
  • Proficiency with Microsoft Project, Smartsheet, or equivalent scheduling and reporting platforms preferred
  • Advanced degree or additional certifications such as FAC-P/PM, PgMP, or Lean/Agile credential preferred
