Job summary

OpenGov builds software that powers a more effective, accountable government. The Talent Enablement Manager designs and delivers learning experiences across leadership programs, onboarding, and role-specific training, partnering with SMEs to surface what matters and translate it into impactful learning.

This role owns the full enablement lifecycle, blending instructional design craft with consulting instincts to drive performance and growth across the organization.

Qualifications

• 6+ years of experience in Learning & Development, Talent Enablement, Learning Experience Design or related function.
• Experience designing and delivering both in-person and e-learning programs.
• Strong ability to translate complex concepts into clear learning materials.
• Experience using AI-native tools to accelerate workflows and content creation.
• Experience consulting with stakeholders to define learning needs and drive adoption.
• 4 days a week in office (Tuesday-Friday).

Responsibilities

• Partner with subject matter experts and leaders to identify capability gaps and design learning solutions.
• Own end-to-end development and delivery of learning programs from needs analysis to measurement.
• Create engaging e-learning modules and blended experiences using authoring tools and platforms.
• Facilitate in-person and virtual training sessions for individual contributors and managers.
• Consult with HRBPs on enablement needs and drive performance outcomes.
• Manage multiple projects with timelines, stakeholders, and accountability.
• Measure learning effectiveness and iterate based on data and outcomes.
• Stay current on learning trends and AI-powered approaches.
• Design AI-powered workflows to magnify impact of enablement programs.
