The University of Texas Permian Basin's Department of Human Resources welcomes applications for the position of Talent Acquisition Specialist


Salary Range


Essential Functions

The Talent Acquisition Specialist leads strategic, full-cycle recruiting for The University of Texas Permian Basin across all employee types, leading recruitment for staff and student-worker positions and coordinating faculty and adjunct searches in support of academic search committees. This role partners with hiring managers across the institution to attract, assess, and hire qualified talent, while building UT Permian Basin’s employer brand. Exercising independent judgment, the Specialist advises hiring managers on equitable and compliant selection, develops offers in coordination with Compensation, analyzes recruiting outcomes, and represents the Office of Human Resources on the Recruiting Functional Committee. This is a relationship-driven role that represents the University to candidates and works closely with hiring managers across campus. The Specialist is supported by HR Generalists and Compensation and works in close coordination with the broader Human Resources team.



  • 1. Lead full-cycle recruitment for staff and student-worker positions: intake, sourcing, interview coordination, and offer

  • 2. Coordinate faculty and adjunct searches in support of academic search committees, providing posting, applicant tracking, compliance, and offer-processing support

  • 3. Partner with hiring managers to develop role profiles, selection criteria, and equitable interview processes

  • 4. Coordinate background checks and pre-employment requirements in partnership with the HR Coordinator

  • 5. Develop offers in coordination with Compensation to ensure internal equity and placement within the approved salary range

  • 6. Manage candidate communication, experience, and timely applicant disposition throughout the recruitment process

  • 7. Analyze recruiting metrics — including time-to-fill, source effectiveness, and pipeline health — and report outcomes to HR leadership

  • 8. Develop and execute UT Permian Basin’s employer-brand and candidate-attraction strategy

  • 9. Build proactive sourcing pipelines for hard-to-fill and recurring roles

  • 10. Represent the University at career fairs, hiring events, and within professional networks

  • 11. Advise hiring managers on recruiting best practices, EEO/affirmative action, and equitable selection

  • 12. Ensure recruiting practices comply with federal and Texas law and UT System policy

  • 13. Partner with HR Generalists on smooth hand-offs from offer to onboarding

  • 14. Maintain complete, audit-ready recruitment and selection records — including search documentation and applicant dispositions — in support of EEO/affirmative action and public-records obligations

  • 15. Partner with the HRIS team on applicant, requisition, and recruiting data integrity and reporting

  • 16. Provide hiring managers and search committees with training and guidance on the recruitment process and applicant tracking system

  • 17. Serve as the Office of Human Resources representative on the Recruiting Functional Committee

  • 18. Other duties as assigned


Required Qualifications


  • 1. Bachelor’s degree in Human Resources, Business Administration, Communications, or a related field*

  • 2. Minimum three (3) years of full-cycle recruiting experience

  • 3. Demonstrated success partnering with hiring managers and building sourcing pipelines

  • 4. Working knowledge of EEO and affirmative action requirements in hiring

  • 5. Strong relationship-building, communication, and organizational skills

  • *Experience considered in lieu of education.


Preferred Qualifications


  • 1. Recruiting experience in higher education or the public sector

  • 2. Experience with an applicant tracking system and with UTShare/PeopleSoft

  • 3. Experience building or elevating an employer brand

  • 4. SHRM-CP, PHR, or recruiting certification (e.g., AIRS), or progress toward one

Schedule


Generally, the normal work hours for the university are Monday through Thursday, 7:30 – 5:30 pm; Friday, 8:00 am – 12:00 pm with a one-hour lunch. The individual holding this position may need to be available early morning, evening, and on weekends to meet the needs of the department. Hours worked may differ with some departments.


Standard Working Conditions



  • 1. Able to lift various materials up to 25 pounds on an occasional basis.

  • 2. Able to bend, crouch, and reach continuously.

  • 3. Physically able remain seated, frequently to continuously.

  • 4. Able to remain standing up to 15% of the time.

  • 5. Possesses dexterity abilities required to perform job duties including extensive keyboard work, operating office equipment, performing filing, and other job-related responsibilities that include extensive wrist and hand movement.

  • 6. Standard working conditions may differ depending on department and occupation
