Location: Arlington, VA (Hybrid - 2 days onsite per week)
SourceFactor's client is a small/mid IT Services Government Contractor based in Arlington, VA. We're helping them find a Talent & Resource Manager to lead recruiting, workforce planning, and project staffing operations for a growing federal contractor. This role owns strategic and full-cycle recruiting as well as contract onboarding, security/credential tracking, and resource deployment across multiple programs.
This role is hybrid, with at least 2 days per week on-site in Arlington, VA.
Candidates for this role must be a US Citizen with the ability to obtain a security clearance.
Key Responsibilities
- Lead full-cycle recruiting for technical, professional, and leadership roles supporting federal contracts
- Develop and execute talent acquisition strategies aligned with organizational growth and contract pipeline
- Own sourcing strategy across job boards, social platforms, referrals, and passive outreach
- Partner closely with hiring managers and leadership to clarify role requirements, selection criteria, and interview processes
- Manage workforce planning and forecasting in partnership with HR, including skills gap analysis and basic organizational design support
- Implement and optimize recruiting processes, tools, and workflows for efficiency, compliance, and scale
- Track and report recruiting metrics, trends, and performance insights
- Ensure an excellent candidate experience from initial contact through offer, acceptance, and contract-specific onboarding
- Manage relationships with external recruiting partners, agencies, and vendors
Contract Onboarding & Security Process
- Act as the primary point of contact for contract onboarding for Service Delivery resources
- Implement and manage "welcome and contract integration" processes for new hires and transitions onto new contracts
- Track government security and access processes (e.g., CAC cards, background checks, public trust packages) and maintain status visibility for stakeholders
- Serve as the "one owner" for onboarding tracking, reducing confusion and finger-pointing between teams
Resource & Credential Management
- Monitor how resources are deployed across contracts and identify opportunities to redeploy internal talent to upcoming openings
- Partner with leadership to align staffing plans with contract requirements and future opportunities
- Maintain a tracking system for employee certifications and credentials
- Ensure employee training, certifications, and skillsets remain aligned with government, contractual, and industry standards
- Forecast credential gaps and work with HR and managers to create certification/credential plans for employees interested in future roles
- Support basic resource financial tracking related to staffing and utilization for Service Delivery (e.g., who is staffed where and when)
Qualifications
- 7+ years of experience in recruiting, talent acquisition, resource management, ideally within government contracting or a regulated environment
- Demonstrated success managing high-volume and specialized recruiting pipelines for technical and professional roles
- Experience partnering with senior leaders and hiring managers on workforce planning, staffing priorities, and process improvements
- Strong understanding of sourcing strategies, interviewing techniques, and selection methodologies
- Proven ability to manage competing priorities and keep multiple workstreams moving in a fast-paced environment
- Excellent communication, relationship‑building, and stakeholder management skills
- Comfort using applicant tracking systems, LinkedIn Recruiter, and collaboration tools (Teams, Excel, SharePoint, etc.)
Preferred
- Background in federal contracting, IT or engineering services, or program/contract staffing
- Exposure to contract onboarding, government security/access processes, or FSO/clearance workflows (even if not in a formal FSO role)
- Experience with workforce planning, talent analytics, and basic resource/financial tracking
