Job summary

Textron Systems in Hunt Valley, MD seeks a Manager, Procurement to lead a team handling major material and tactical purchases for high-dollar programs. You will ensure quality, schedule adherence, and cost performance while collaborating with program, engineering, and leadership teams.

The role requires 5+ years in procurement, strong FAR/DFARS, DFARS, ITAR knowledge, and the ability to obtain a Secret clearance.

Qualifications

• Undergraduate degree in Supply Chain Management, Business, Finance, or related field.
• Minimum of 5 years experience in supply chain, procurement, contracts or program management.
• Experience leading teams in defense and commercial contracts/subcontracts.
• Government purchasing experience with FAR/DFARS and UCC.
• Proven success leading cross-functional teams and projects.
• Knowledge of ITAR/EAR import/export regulations.
• Strong independent decision-making translating needs to supply chain solutions.
• Excellent communication, project management, and analytical skills.
• U.S. person per ITAR and ability to obtain a Secret clearance.

Responsibilities

• Lead and train a team responsible for commodity and significant material tactical purchases.
• Manage tactical procurement quality, delivery schedule and cost performance.
• Collaborate to improve supply chain performance against objectives.
• Evaluate trends and best practices to inform improvement initiatives.
• Support development and implementation of supply chain strategies and supplier opportunities.
• Review purchasing activities for compliance with CPSR and Textron policies.
• Oversee negotiation strategy, cost and price analysis for government standards.
• Ensure team performance against metrics like on-time delivery and lead times.
