Job summary

Insight Global in Lebanon, IN seeks a CSA TCCC Lead (Systems Turnover Lead) to oversee the turnover process from construction through commissioning and operations for both PVP and Non-PVP systems. You will ensure turnover activities, documentation, and system readiness meet project, regulatory, and GMP/GDP requirements.

You will lead Systems Turnover Coordinators and CSOs, coordinating with construction, C&Q, engineering, contractors, and operations to ensure timely and compliant system

Qualifications

• Degree in Engineering, Construction Management, or a related technical discipline.
• Significant experience in system turnover, commissioning, qualification, construction, or project delivery within regulated industries such as pharmaceutical, biotech, or life sciences.
• Strong knowledge of GMP/GDP requirements, quality documentation practices, and system turnover processes.
• Experience leading multidisciplinary teams and coordinating cross-functional project activities.
• Demonstrated ability to manage complex documentation processes and system readiness activities on large capital projects.
• Strong leadership, communication, and stakeholder management skills.
• Proficiency with turnover tracking systems, document management platforms, and project reporting tools.

Responsibilities

• Lead the planning, coordination, and execution of the system turnover process across the project.
• Supervise and support Systems Turnover Coordinators and Construction System Owners (CSO), providing guidance on turnover procedures, documentation requirements, and system readiness activities.
• Support early establishment and reviews of turnover packages.
• Systematically walk down systems and areas to identify work needed to achieve Mechanical Completion (MC) and Substantial Completion (SC), documenting system ownership and responsibility via the MC form.
• Establish system turnover priorities and sequencing in alignment with construction completion and C&Q schedules.
• Oversee preparation, tracking, and quality control of system turnover packages and documentation.
• Ensure installation records, inspection and test records, vendor documentation, and quality dossiers meet project and regulatory requirements prior to system handover.
• Coordinate system walkdowns, inspections, and punch list management to ensure systems meet turnover readiness criteria.
• Verify turnover progress, documentation completeness, and punch list closure, ensuring issues are addressed promptly.
• Facilitate effective communication between construction, C&Q, engineering, contractors, and operations regarding system turnover status.
• Lead regular turnover coordination meetings and provide status reporting to the Project Construction Lead and other project stakeholders.
• Identify risks or delays affecting turnover milestones and drive resolution through coordination with relevant stakeholders.
• Support the development and implementation of turnover plans, procedures, workflows, and documentation standards.
• Ensure turnover documentation processes comply with regulatory, GMP/GDP, and project quality standards.
• Promote a collaborative “One Team” approach across project teams to ensure safe, compliant, and efficient system delivery.

Contract 12 months with anticipated extensions

Work Location On-site Lebanon, minimum 4 days/week (will consider candidates one day remote)

Work Hours Full-time, standard business hours; occasional extended hours may be required to meet turnover and project milestones

Primary Roles and Responsibilities

The CSA TCCC Lead (Systems Turnover Lead) is responsible for leading and overseeing the system turnover process to transition systems from construction through commissioning and qualification (C&Q) to operations, covering both PVP and Non-PVP systems. This role ensures turnover activities, documentation, and system readiness are delivered safely, accurately, and in compliance with project, regulatory, and GMP/GDP requirements, with Construction Turn Over Packages (CTOP) and component-level data complete and included. The role provides leadership and direction to Systems Turnover Coordinators and Construction System Owners (CSO), working closely with construction, C&Q, engineering, contractors, and operations to ensure timely and efficient system turnover. The role reports to the Project Construction Lead.
