Systems Engineer - Air Traffic Management

Location: Gaithersburg, MD

Position Overview

We are seeking an experienced Systems Engineer to join a highly technical team supporting the United Kingdom's National Air Traffic Services (NATS) program.

This role will contribute to the modernization and enhancement of a mission-critical Flight Data Processing (FDP) system, helping improve the efficiency, reliability, and performance of the UK National Airspace System. The modernized solution will integrate into the existing NATS ecosystem and ultimately provide a robust and reliable replacement for the current operational system.

The Systems Engineer will serve as a key technical contributor and customer-facing resource, supporting requirements development, system and subsystem specifications, systems modeling and design, human-machine interfaces, software development, integration, and testing.

The ideal candidate has a strong background in formal systems engineering environments and is comfortable translating complex operational needs into well-defined technical requirements while working closely with customers, software teams, integration/test teams, and other engineering disciplines.

Key Responsibilities
  • Serve as a Systems Engineer (SE) supporting a complex, mission-critical air traffic management modernization program.
  • Provide technical leadership and guidance in the development and review of systems engineering work products.
  • Contribute to the modernization of air traffic control capabilities, including improvements to the exchange and processing of electronic flight data.
  • Serve as a key technical interface between internal engineering teams and external customers.
  • Lead and facilitate Requirements Reviews, technical Working Groups, and customer discussions.
  • Translate high-level user stories, operational concepts, and customer needs into clear, actionable system and software requirements.
  • Develop and maintain A-Level System/Subsystem Specifications (SSS) and B-Level Software Requirements Specifications (SRS).
  • Develop systems engineering models, design artifacts, use cases, and supporting technical documentation.
  • Support Computer-Human Interface (CHI) design, including requirements, workflows, and interface mock-ups.
  • Work directly with customers to address questions regarding requirements, use cases, human-system interactions, and technical design decisions.
  • Identify technical risks, opportunities, dependencies, and potential issues, and coordinate appropriate mitigation and resolution plans.
  • Analyze complex engineering challenges and develop practical, cost-effective technical solutions.
  • Collaborate closely with software development, integration, test, architecture, and other cross-functional engineering teams throughout the system lifecycle.
  • Contribute to the design of user-interface frameworks, including client- and server-side components.
  • Support analysis and design of application databases and related system interfaces.
  • Maintain requirements traceability and ensure alignment between customer needs, system requirements, software requirements, design, and verification activities.
Basic Qualifications
  • Bachelor's degree in Systems Engineering, Electrical Engineering, Computer Science, or another related technical discipline.
  • 4+ years of relevant systems engineering experience, or an equivalent combination of education and professional experience.
  • Demonstrated experience developing system and subsystem requirements and formal specifications, including SSS and/or SRS documentation.
  • Experience working within a structured or formal systems engineering lifecycle.
  • Hands-on experience with requirements management tools such as IBM DOORS or comparable platforms.
  • Familiarity with Model-Based Systems Engineering (MBSE) methodologies and systems modeling/design tools.
  • Experience translating high-level user stories, operational needs, or customer requirements into detailed and testable technical requirements.
  • Experience supporting requirements traceability, design decisions, system integration, and verification activities.
  • Strong written and verbal communication skills.
  • Demonstrated ability to lead or actively participate in Requirements Reviews, technical Working Groups, design discussions, and customer meetings.
  • Ability to communicate effectively with software engineers, systems engineers, integration/test teams, program leadership, and external customers.
  • Strong analytical and problem-solving skills with the ability to work through complex technical and operational issues.
  • Must meet applicable U.S. person requirements for the program and be able to obtain and maintain eligibility for a government security investigation and access to classified information, if required.
Preferred Qualifications
  • Experience supporting Flight Data Processing (FDP), Air Traffic Management (ATM), Air Traffic Control (ATC), or aviation/airspace modernization programs.
  • Previous experience working with the FAA, NATS, an Air Navigation Service Provider (ANSP), or similar aviation organization.
  • Familiarity with SAFe/Agile development methodologies, including Program Increment (PI) planning.
  • Experience with configuration and document management platforms such as Windchill and SharePoint.
  • Experience developing Computer-Human Interface (CHI) designs, workflows, prototypes, or mock-ups.
  • Understanding of software development lifecycles and experience collaborating closely with software development, integration, and testing teams.
  • Working knowledge of database design and analysis within application development environments.
  • Experience supporting complex, highly available, safety- or mission-critical systems.
  • Experience working with international customers or programs, particularly UK NATS or similar ANSP environments.
  • Experience applying AI or machine-learning tools to systems engineering workflows, including requirements analysis, requirements quality review, documentation, automation, traceability, or process improvement.
Ideal Candidate

The ideal candidate is a hands-on Systems Engineer with strong requirements engineering experience who can operate effectively between the customer and technical development teams.

This individual should be comfortable taking high-level operational needs and translating them into structured system/subsystem requirements, software requirements, use cases, models, and design artifacts. Experience with DOORS, MBSE, SSS/SRS development, requirements reviews, and customer-facing technical discussions will be particularly valuable.

Experience within air traffic management, aviation, flight data processing, or another mission-critical systems environment would be a significant advantage.
