Job summary

Texas Workforce Commission is seeking a seasoned Dynamics 365 System Analyst (Systems Analyst V) to lead the strategic health, configuration, and governance of our Dynamics CRM 365 and Power Platform environment. You will translate complex business needs into scalable low-code solutions and collaborate with cross-functional teams to optimize enterprise systems.

You will oversee security models, ALM, and data integrity, while mentoring junior analysts and partnering with IT and business

Qualifications

  • Four years of full-time experience in computer programming, systems analysis, and/or program analysis.
  • Bachelor degree or higher in a related field is preferred.
  • Experience with Microsoft Dataverse, Power Platform, and enterprise security.
  • Strong understanding of ALM, governance, and secure system design.

Responsibilities

WHO YOU ARE:

We are seeking a highly experienced, proactive, and collaborative Dynamics CRM 365 System Analyst (Systems Analyst V) to serve as a senior technical leader within our growing team. Reporting directly to the Dynamics CRM 365 Product Owner, you will be the primary custodian and senior architect of our Microsoft Dynamics CRM 365 environment and the Power Platform.

In this role, you will be responsible for the strategic health, configuration, enterprise security, and administrative governance of the platform. You will serve as the expert technical engine that translates complex business needs into scalable low-code/no-code solutions—leveraging Power Apps, Power Automate, and Dataverse—ensuring we maintain a stable, highly optimized ecosystem across all TWC divisions.

WHAT YOU WILL DO:

The Dynamics 365 System Analyst (Systems Analyst V) will perform advanced (senior-level) computer systems analysis work. This position may supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

The Dynamics 365 System Analyst V will be physically and organizationally embedded within the Customer Care team. Because Dynamics 365 serves as a core enterprise engine for TWC, this senior role possesses a broad, cross-divisional mandate requiring high-level strategic oversight. The successful candidate will work closely with the Dynamics CRM 365 Product Owner, Manager, and Microsoft Technology Team to architect, support, optimize, and deliver system configurations for all TWC Business areas and Workforce Solutions Boards.

1. Enterprise System Administration, Governance & Security (35%)
  • Architect and manage complex Dynamics CRM 365 security models including security roles, business units, field-level security profiles, and team assignments (coordinating with IT Teams for base M365 license provisioning and Entra ID group management)
  • Oversee and strategize enterprise environment lifecycle management, including provisioning, sandbox refreshes, and the deployment of managed/unmanaged solutions across Development, Testing, and Production environments.
  • Design and strictly enforce Application Lifecycle Management (ALM) and enterprise governance frameworks to ensure safe, scalable deployment pipelines.
  • Proactively monitor platform health, system storage capacity, API limit consumption, and overall performance, serving as the highest-level escalation point for troubleshooting system anomalies.
2. Advanced Platform Customization & Low-Code/No-Code Configuration (35%)
  • Partner strategically with the Product Owner, Manager, and business unit leadership to translate high-level user stories and complex functional requirements into solid, scalable system configurations.
  • Architect, create, and modify system components including custom tables (entities), columns (fields), forms, views, charts, and dashboards.
  • Design, build, and optimize advanced automated workflows, modern business rules, and complex cloud flows using Power Automate.
  • Design, build, and maintain sophisticated Model-driven and Canvas-based Power Apps to extend standard Dynamics 365 capabilities.
  • Champion "Out-of-the-Box" (OOTB) functionality first, actively steering stakeholders and junior analysts away from redundant or high-maintenance custom code.
3. Cross-Divisional Leadership & Tier-3 Support (20%)
  • Serve as the senior technical authority and primary point of escalation for complex technical queries and system bugs escalated from division-level super-users.
  • Partner extensively with TWC’s internal IT Teams, data analytics teams, and external vendors to design and facilitate robust system integrations, providing Dataverse/Dynamics endpoint support for API connections and enterprise data pipelines.
  • Keep pace with Microsoft’s semi-annual Release Waves; evaluate new features, assess enterprise impact on current configurations, and advise leadership on strategic opportunities for optimization.
  • Mentor team members, create comprehensive technical documentation, and deliver advanced training sessions on platform architecture to end-user leads.
4. Data Hygiene, Quality & Complex Reporting (10%)
  • Enforce data integrity across the Dataverse using bulk record deletion, advanced system duplicate detection rules, and automated data cleansing routines.
  • Lead master data management initiatives, complex system migrations, and secure data imports/exports using Microsoft Excel templates and native import wizards.
  • Perform other duties as assigned.
YOU QUALIFY WITH:
  • Four years of full-time experience in computer programming, systems analysis, and/or program analysis or four years of full-time experience which provided general knowledge of data processing or systems analysis.
  • Relevant academic credits may be applied toward experience qualifications for this position.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Expert-level architectural understanding of Microsoft Dataverse (Common Data Service), relational database models, and cloud security architecture.
  • Proven track record of configuring complex, enterprise-grade Power Automate (Flow) processes, Business Process Flows, and Model-driven Apps.
  • Mastery of Application Lifecycle Management (ALM) processes, solution packaging, and Power Platform environment administration.
  • Deep familiarity with data import/export utilities, complex relational query practices, and advanced integrations with standard systems (e.g., SharePoint, Teams, Azure Active Directory).
  • Extensive direct experience working within an Agile/Scrum team, interacting with Product Owners, Business Analysts, and Scrum Masters to drive technical delivery.
  • A patient and customer-first service mentality; while this is a senior technical role, it sits in Customer Care and serves all of TWC.
  • Exceptional analytical mindset with the ability to look at a complex business problem from any TWC division and architect a standard, elegant system solution.
  • Ability to explain highly technical concepts, risks, and administrative limits to non-technical executive business partners in a respectful, clear manner.
  • Enthusiasm for keeping up with the rapid pace of Microsoft Cloud updates and proactively proposing enterprise platform enhancements.
PREFERRED CERTIFICATIONS:
  • Microsoft Certified: Power Platform Functional Consultant Associate (PL-200) OR Microsoft Certified: Dynamics CRM 365 Functional Consultant (e.g., MB-210 Sales, MB-230 Customer Service, or MB-800 Business Central depending on active modules).
  • Microsoft Certified: Power Platform Developer Associate (PL-400)
  • Microsoft Certified: Power Platform App Maker Associate (PL-100)
  • Microsoft Certified: Power Platform Solution Architect Expert (PL-600)
  • Agile / Scrum team certifications (e.g., Professional Scrum Master or Product Owner).
  • Bachelor's degree in computer science, Information Technology, Business Administration, or a related field (or equivalent hands-on experience).
  • 5 to 8+ years of dedicated, senior-level experience administering, configuring, and maintaining Microsoft CRM Dynamics 365 environments and the Microsoft Power Platform at an enterprise scale.
