Job summary

County of Morris is seeking a Systems Analyst / Cisco Telecommunications Engineer (OIT) to serve as the primary technical expert for our VoIP and CUCM environment. The role combines telecommunication administration with network and security troubleshooting across county sites.

You will manage SIP trunks, phones, and messaging integrations, while supporting Extreme Networks gear and Checkpoint security products to maintain high availability and secure communications for the organization.

Qualifications

  • Proven administrative experience with Cisco Call Manager (CUCM) and SIP architectures.
  • Strong networking fundamentals (VLANs, routing, TCP/IP) for diagnostics.
  • Experience with Checkpoint security products and enterprise firewalls.

Responsibilities

  • Administer, upgrade, and troubleshoot CUCM environment as core duties.

  • Provision user extensions and configure IP phones; support softphones.
  • Resolve escalated voice, video, and UC issues; coordinate with carriers for outages or circuits.
  • Monitor and optimize Cisco VoIP infrastructure and QoS for critical traffic.
  • Maintain LAN/WAN/WLAN across county locations and document IP schema.

Brief Description of Job and Division/Department

We are seeking a highly skilled IT professional to serve as our primary technical expert for our VoIP telecommunications system, heavily focused on Cisco Unified Communications Manager (CUCM). While this role is telecom-centric, you will also play a critical supporting role in maintaining and troubleshooting our network infrastructure (with a preference for Extreme Networks experience) and managing our cybersecurity defenses (specifically Checkpoint products). The ideal candidate is a proactive problem-solver who can ensure high availability across all communication channels while providing foundational network and security troubleshooting support.

Reports To: Infrastructure Manager

Core Responsibilities

Telecommunications (Cisco Systems) — Primary Focus

  • Administer, upgrade, and troubleshoot the Cisco Unified Communications Manager (CUCM) environment as the core daily responsibility.
  • Manage SIP trunks, voice gateways, dial plans, and unified messaging integrations.
  • Provision new user extensions, configure hardware IP phones, and support softphone applications.
  • Resolve escalated end-user voice, video, and unified communications issues.
  • Coordinate with telecom carriers and ISPs to resolve outages or manage circuit installations.
  • Monitor, maintain, and optimize the overall performance and health of the Cisco VoIP infrastructure.

Networking & Infrastructure — Troubleshooting & Support

  • Maintain and troubleshoot LAN, WAN, and WLAN infrastructure across all county locations.
  • Apply a solid understanding of network fundamentals to identify, isolate, and resolve latency, routing, or connectivity issues.
  • Manage and troubleshoot network hardware, with a specific focus on Extreme routers, switches, and wireless controllers.
  • Implement and verify Quality of Service (QoS) policies to prioritize critical traffic, particularly voice and video.
  • Maintain accurate documentation of network architecture and IP schema.

Cybersecurity

  • Manage, monitor, and tune enterprise firewalls, VPNs, and intrusion detection/prevention systems (IDS/IPS), utilizing Checkpoint security products.
  • Monitor/Enforce access control policies, secure remote access solutions, and Zero Trust architecture principles.
  • Monitor network traffic for anomalous behavior and assist in technical responses to security incidents.
  • Ensure infrastructure compliance with relevant industry regulations (e.g., PCI-DSS, HIPAA, SOC 2).

Qualifications & Requirements

  • Preferred Experience: 3–5+ years of hands‑on IT experience, with a heavy concentration in Cisco telecom administration, supplemented by network troubleshooting and security operations.
  • Telecom Expertise (Required): Proven, in-depth administrative experience with Cisco Call Manager (CUCM), Cisco Unity, and SIP architecture.
  • Networking Knowledge: Solid foundational understanding of networking concepts (VLANs, routing protocols, TCP/IP) required for effective network troubleshooting. Hands‑on experience with Extreme Networks hardware is highly preferred.
  • Security Proficiency: Knowledge of enterprise security best practices and firewall management, with a strong preference for candidates experienced with Checkpoint products.
  • Troubleshooting: Strong packet‑level analysis skills using tools like Wireshark to diagnose complex voice, network, and security issues.
  • Communication: Ability to explain complex technical issues clearly to non‑technical stakeholders and leadership.

Preferred Certifications

  • Telecom: Cisco CCNP Collaboration (highly preferred) or CCNA.
  • Security: Checkpoint Certifications (e.g., CCSA, CCSE), CompTIA Security+, CISSP, or CISM.
  • Networking: Extreme Networks Certifications (e.g., ECS) or similar foundational networking credentials.
