Project Overview
This project supports the migration,modernization, and upgrading of critical Human Resources, financial, andadministrative systems to agency-standard platforms. The System SoftwareProgrammer will design, develop, implement, and maintain scalable applicationsusing the Angular framework, support backend integrations, and apply DevOpspractices to enable secure, reliable, and streamlined software delivery.
The resource will collaborate with HR, IT,Finance, infrastructure, and other technical teams to translate business andtechnical requirements into effective system solutions. Responsibilitiesinclude developing application components, maintaining CI/CD pipelines,automating deployments, conducting code reviews and system testing, supportingsystem upgrades, modernizing legacy applications, and maintaining accuratetechnical documentation.
The role will ensure that systemarchitectures, codebases, applications, and deployment pipelines followindustry best practices, agency IT security standards, and applicable federaland state regulations. The ideal candidate should be self-motivated, team-oriented,able to work with limited supervision, and responsive to priority assignmentswhile supporting the reliability, continuity, performance, and long-termsustainability of critical enterprise systems.
Duties/Responsibilities:
Application Development and System Support
- Develop, enhance, and maintain financialand administrative applications using Angular and modernsoftware-engineering practices.
- Understand existing system architectures,integrations, and dependencies, including interfaces with SCEIS and otherenterprise platforms.
- Identify technical gaps, performanceissues, and modernization opportunities within legacy systems.
- Implement secure, reliable, scalable, andmaintainable software solutions.
- Maintain technical documentation, codingstandards, and development procedures.
- Support all phases of the softwaredevelopment lifecycle, including design, development, integration,deployment, and maintenance.
DevOps Testing and Implementation
- Develop and maintain CI/CD pipelines thatautomate build, testing, and deployment processes.
- Perform unit, integration, regression,and automated testing to ensure code quality and system reliability.
- Support system upgrades, coderefactoring, security patches, and platform-modernization initiatives.
- Assist with production deployments andcollaborate with infrastructure teams to ensure stable and securereleases.
- Coordinate release schedules withcross-functional stakeholders and support the successful implementation ofsystem updates.
Technical Documentation and Knowledge Sharing
- Create and maintain documentation forapplication architecture, APIs, system integrations, and deploymentprocesses.
- Document coding standards, DevOpsworkflows, security requirements, and development best practices.
- Provide technical guidance andcollaborate with team members to improve development practices andknowledge sharing.
- Data Integrity Reporting and IntegrationSupport
- Develop and maintain application logicand API integrations that ensure data accuracy, integrity, and consistencyacross HR and administrative systems.
- Build or optimize system components thatsupport Power BI and similar reporting platforms.
- Troubleshoot data inconsistencies andimplement technical solutions that improve system performance and customersatisfaction.
System Optimization and Modernization
- Refactor legacy code and migrate agingapplications to modern frameworks and platforms.
- Identify opportunities to automate manualworkflows and improve operational efficiency.
- Collaborate with HR, Finance, IT, andother subject-matter experts to understand functional needs and translatethem into technical solutions.
- Participate in gap analyses to aligncurrent system capabilities with future-state technical requirements.
- Project Participation and Cross-TeamCollaboration
- Contribute technical expertise to projectplans, development schedules, and resource estimates.
- Participate in technical design reviews,sprint planning, and Agile development ceremonies.
- Update and track work items in theticketing system to maintain transparency and accurate progress reporting.

Requirements
Education and Certifications:
- Bachelor's or Master's Degree in arelevant field of work or equivalent work experience.
Required Skills:
- 3+ years of experience refactoring legacycode.
- 3+ years of experience withenterprise-level system modernization.
- 3+ years of state or federal governmentexperience.
- 3+ years of experience developing RESTfulAPIs and backend services using ASP.NET Core and C#.
- 3+ years of experience with Microsoft SQLServer, including database design, data modeling, stored procedures,performance-optimized queries, and SQL troubleshooting.
- 3+ years of DevOps experience, includingCI/CD pipelines, automated builds, deployments, and environmenttroubleshooting.
- 5+ years of experience performing manualand automated system testing throughout the software developmentlifecycle.
- 3+ years of experience creating technicaldocumentation.
- Familiarity with data privacy,information-security standards, and regulatory requirements applicable tostate and federal systems, including HIPAA, CJIS, and NIST.
Preferred Skills:
- Experience supporting IT development andimplementation projects.
- Experience with Power BI or datapipelines that support reporting and analytics.
- Familiarity with infrastructure or cloudtechnologies, such as Microsoft Azure.
