Job summary

RIceFW Tech is seeking a System Software Programmer to build and modernize SC agency HR and admin systems. You’ll work on Angular frontend with backend integrations, maintain CI/CD, and apply DevOps practices for secure, reliable software delivery.

You will collaborate with HR, IT, Finance, and infrastructure teams to implement scalable solutions, perform testing, document code, and support system upgrades in a compliant, secure environment.

Qualifications

  • 3+ years of experience with PrimeNG, TypeScript, JavaScript, HTML and CSS.
  • 3+ years building RESTful APIs/backend services with ASP.NET Core.
  • 3+ years with MS SQL Server including design, stored procedures and performance tuning.
  • 3+ years applying DevOps practices and CI/CD pipelines.
  • 5+ years of manual and automated system testing across SDLC.
  • 3+ years creating technical documentation and maintaining standards.
  • Familiar with data privacy, security standards (HIPAA) and regulatory compliance.

Job description

Daily Duties / Responsibilities:

The System Software Programmer plays a critical role in developing, modernizing, and supporting the South Carolina Department of Public Health’s Human Resources and administrative systems. This position is primarily responsible for building and maintaining applications using the Angular framework, supporting backend integrations, and implementing DevOps practices to ensure secure, efficient, and reliable delivery of software across the agency’s technology platforms.

The programmer collaborates closely with HR, IT, Finance, and infrastructure teams to translate technical requirements into scalable system solutions. Responsibilities include designing and developing application components, maintaining CI/CD pipelines, automating deployments, conducting code reviews, performing system testing, and ensuring documentation is up to date. The role also supports system upgrades, contributes to modernization of legacy applications, and ensures all solutions comply with agency IT security standards and federal and state regulations.

With a strong emphasis on high-quality code, system reliability, automation, and cross-functional collaboration, this position is essential to maintaining the integrity, performance, and long-term sustainability of critical HR and administrative systems across the enterprise.

Specific duties and responsibilities will include but are not limited to the following:

Application Development & System Support
  • Develop, enhance, and maintain financial and administrative applications using the Angular framework and modern software engineering practices.
  • Understand existing system architectures, integrations, and dependencies, including how DPH systems interface with SCEIS and other enterprise platforms.
  • Identify technical gaps, performance issues, and modernization opportunities across legacy systems.
  • Implement system improvements through reliable, secure, and scalable code. Maintain technical documentation, coding standards, and development procedures.
  • Support all phases of the software development lifecycle, including design, development, integration, deployment, and maintenance.
DevOps, Testing & Implementation
  • Develop and maintain CI/CD pipelines to automate build, testing, and deployment processes.
  • Perform unit, integration, regression, and automated testing to ensure code quality and system reliability.
  • Participate in system upgrades, code refactoring, security patches, and platform modernization projects.
  • Support production deployments and collaborate with infrastructure teams to ensure stable and secure releases.
  • Work with cross-functional stakeholders to coordinate release schedules and ensure smooth implementation of updates.

The position will be utilized for 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours.

The candidate will work closely with the Assigned Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The candidate will work closely with Finance and Operations staff and subject matter experts for the system design and testing.

This will also include compliance to DPH security policy/procedures as well as integrating systems when possible to streamline staff workflows, user security, and data correction.

Module support of the project.
  • DPH will require that selected personnel sign the DPH confidentially agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
  • DPH will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.
  • Contractors must be onsite during each week throughout the term of the contract.
  • Follow agency IT Standards, policies, and procedures to include documentation.
  • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Health and Environmental Control. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DPH will remain the sole property of DPH and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DPH.
  • DPH has the final say on all programming choices.
DPH Support:
  • All required information including formulas, data, and mechanisms to check output.
  • Staff to assist with any application or data questions.
  • Conference rooms and scheduling for any application demos.
  • Workstation and required software.
Required Skills (rank in order of Importance):
  1. 3+ years of experience developing modern web applications using PrimeNG, TypeScript, JavaScript, HTML, and CSS
    3+ years of experience developing RESTful APIs and backend services using ASP.NET Core
    3+ years of experience with Microsoft SQL Server including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting
    3+ years of experience with DevOps practices
    5+ years of experience with manual AND automated system testing throughout SDLC
    3+ years of experience creating technical documentation
    Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g., HIPAA)
Preferred Skills (rank in order of Importance):
  1. Experience with industry-standard information security practices such as NIST, HIPAA, or CJIS.
  2. Experience with IT development and implementation projects.
  3. Experience with Power BI or supporting data pipelines for reporting and analytics.
  4. Familiarity with infrastructure or cloud technologies such as Azure.
  5. Experience with SharePoint or collaborative content-management platforms.
