Responsibilities

  • Develop, enhance, and maintain financial/administrative apps with Angular.
  • Support modernization and migration of legacy apps to modern frameworks.
  • Understand architecture, integrations, and interfaces with SCEIS and other platforms.
  • Refactor legacy code and identify modernization opportunities.
  • Develop and maintain RESTful APIs and backend services.
  • Develop and maintain CI/CD pipelines for builds, tests, and deployments.
  • Support production deployments, upgrades, security patches, and modernization.
  • Perform unit, integration, regression, and automated testing.
  • Troubleshoot application, database, integration, deployment, and environment issues.
  • Create/maintain technical docs for architecture, APIs, and deployment processes.
  • Support data integrations and reporting pipelines (Power BI or similar).
  • Participate in design reviews, sprints, and Agile ceremonies.
  • Collaborate with HR, Finance, IT, infra and other stakeholders.

Job Title: System Software Programmer – Consultant (13608)

Location: Cayce, SC 29033

Work Location: Hybrid

Duration: 12 Months

Interview Process: 1–2 Rounds – Virtual

Work Arrangement: Hybrid position. Onsite presence is required on the first day to receive equipment. After the first day, onsite presence will be based on project needs and is expected to range from once per month to once per quarter.

Candidates must be current residents within the Eastern Time Zone. Candidates currently residing outside the Eastern Time Zone will not be considered for relocation. Relocation to South Carolina is not required.

Daily Duties / Responsibilities
  • Develop, enhance, and maintain financial and administrative applications using the Angular framework and modern development practices.
  • Support modernization and migration of legacy applications to modern frameworks and platforms.
  • Understand existing application architecture, integrations, dependencies, and interfaces with SCEIS and other enterprise platforms.
  • Refactor legacy code and identify technical gaps, performance issues, and modernization opportunities.
  • Develop and maintain RESTful APIs and backend services.
  • Develop and maintain CI/CD pipelines for automated builds, testing, and deployments.
  • Support production deployments, system upgrades, security patches, and platform modernization.
  • Perform unit, integration, regression, manual, and automated testing.
  • Troubleshoot application, database, integration, deployment, and environment issues.
  • Create and maintain technical documentation for application architecture, APIs, integrations, deployment processes, and development procedures.
  • Support application and API integrations to maintain data accuracy and integrity.
  • Support reporting and analytics integrations, including components feeding Power BI or similar reporting platforms.
  • Participate in technical design reviews, sprint planning, Agile ceremonies, and project implementation activities.
  • Work closely with HR, Finance, IT, infrastructure teams, and other technical stakeholders.
  • Maintain technical content within SharePoint or other collaboration platforms.
  • Follow DPH development, security, privacy, and data‑protection standards.
  • Ensure applications comply with applicable State and Federal regulatory requirements.
Required Skills
  • 3+ Years of experience refactoring legacy code.
  • 3+ Years of experience with enterprise-level system modernization.
  • 3+ Years of State or Federal Government experience.
  • 3+ Years of experience developing RESTful APIs and backend services using ASP.NET Core AND C#.
  • 3+ Years of experience with Microsoft SQL Server, including database design, data modeling, stored procedures, performance‑optimized queries, and SQL troubleshooting.
  • 3+ Years of experience with DevOps practices, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting.
  • 5+ Years of experience with manual AND automated system testing throughout the SDLC.
  • 3+ Years of experience creating technical documentation.
  • Familiarity with data privacy, security standards, and regulatory compliance relevant to State and Federal systems, such as HIPAA, CJIS, and NIST.
Preferred Skills
  • Experience with IT development and implementation projects.
  • Experience with Power BI or supporting data pipelines for reporting and analytics.
  • Familiarity with infrastructure or cloud technologies such as Microsoft Azure.
  • Experience with SharePoint or collaborative content‑management platforms.
Education

Required: Bachelor's or Master's Degree in a relevant field of work or equivalent work experience.
