JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Transportation Program Specialist develops and executes transportation programs and project initiatives including transportation sustainability, transportation demand management, and operations of the Bike Den.

Responsibilities include the direct management of programs including bicycle enforcement and education, bicycle and pedestrian facility planning, Rideon commuting, Ridepass, Bikeshare, carshare, Ride Smart, and other various Transportation Demand Management programs.

Work duties will include but are not limited to monitoring and assessing program viability/success; presenting impact reports; developing and managing operating budgets; conducting marketing and outreach; ensuring regulatory, grant, and contract compliance; supervising personnel.

Lead, manage and coordinate Penn State's Transportation Demand Management Programs to reduce single occupancy vehicle trips to and around the University Park Campus.This includes the management of current programs including discounted transit passes, bikeshare, and vanpool programs while also creating new opportunities to encourage alternative transportation methods.

  • Lead, manage and coordinate biking on Penn State's campus, including supporting the implementation of bicycle infrastructure through planning, facility management of bike racks and bicycle storage programs.Administer the Bicycle Education and Enforcement Program for the University in partnership with police and public safety, create cycling workshops and classes, and liaison with regional entities to support biking on and off campus

  • Manage the operations of The Bike Den, a community-building space that aims to enhance our community and environment through the promotion of bicycle transportation and material stewardship.This is a space for the Penn State community to be able to receive guidance, tools, and space to repair and build bicycles.Unlike a traditional repair shop, our staff and volunteers are here to guide and educate individuals on DIY bike repair. The Bike Den is managed by Transportation Services who coordinate the following interactions: Assist with workshops, maintenance clinics, and general open hours of Bike Den operations.

  • Direct involvement in transit planning for the department including the CATA community routes, CATA campus routes, and the campus shuttle.Involvement includes the data analysis to ensure the optimization of routes and stops that encourages ridership and reduces Single Occupancy Vehicle trips on campus.

  • Monitor projects; ensure grant/contract compliance; develop and employ methodologies to determine viability or success; collect data; evaluate and analyze results; create, present, and distribute financial, environmental or other impact reports in a way that positions the department and University to make data driven decisions.

  • Develop, forecast, and manage operating budgets; validate and ensure billing/invoices are timely processed; ensure fiscal responsibility; identify and implement cost containment; develop new and maximize existing revenue sources; monitor efficiency and productivity

  • Formulate and implement marketing campaigns and outreach efforts; promote and explain transportation project initiatives

  • Develop and maintain relationships with funding agencies, municipal leaders, campus/community members; present information regarding transportation project initiatives, bicycle/pedestrian facility planning, sustainable transportation, transportation services/infrastructure, and campus parking demands

  • Keep abreast of University Park Campus Master Plan, transportation industry trends, and regulatory requirements; develop operational changes, policies, and procedures; make notifications, develop training, and ensure compliance

  • Address issues of concern and facilitatereviews/investigations related to regulatory/funding/contractual compliance, customer service, personnel performance; take corrective action as necessary

  • Hire, train, coach, supervise, schedule, and evaluate employees; plan and coordinate professional development opportunities; adhere to Collective Bargaining Agreement provisions; participate in grievance and arbitration proceedings

Education and Experience:

Minimum requirement is a Bachelor's degree plus three (3) years of relevant experience. Or, an equivalent combination of education and experience.

This position requires that you operate a motor vehicle as a part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks

The salary range for this position, including all possible grades is:

$56,200.00 - $81,500.00
