With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to meet critical infrastructure needs and make strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and healthcare environments and support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and serve communities more equitably.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which manages the grant's fiscal and administrative aspects but will work under the supervision of DOHMH. This is a grant-funded position ending in November 2027.

The Division of Disease Control at the NYC Health Department is responsible for the identification, surveillance, treatment, control, and prevention of infectious diseases in NYC.

The Surveillance Unit within the Bureau of Division Management and Systems Coordination (DMSC) coordinates with disease surveillance programs within the Division of Disease Control, the Division of Information Technology, and external partners to maintain and enhance existing surveillance system applications and implement new ones to support complete, timely, and equitable case detection and health information exchange, while ensuring data confidentiality, quality, and regulatory compliance.

Job description:

DOHMH’s Division of Disease Control has an opening for a Surveillance Program Manager. Reporting to the Executive Director, this position will help manage and improve a portfolio of surveillance system applications.

Duties:

  • Monitor, manage, and identify critical improvements for surveillance system applications including EDRI, PRISM, ECLRS, syndromic surveillance, and eCR, escalating needs to the Surveillance Director.
  • Diagnose and resolve system issues in partnership with ECLRS and eCR teams, as well as the Division of Information Technology and surveillance programs.
  • Coordinate with surveillance programs across DDC, meet regularly to identify challenges, and advocate for priorities and needs.
  • Ensure high-quality surveillance data, assess data quality, troubleshoot, and ensure proper project planning and implementation.
  • Develop use and test cases and conduct user acceptance testing.
  • Coordinate with DIT to implement new systems and enhance or replace existing ones.
  • Develop communication regarding system changes and instructions, in partnership with the Bureau of Communications.
  • Participate in the Data Alignment Task Force to develop and implement data standards.
  • Assist with public health emergency responses as needed.

Qualifications:

  • Master’s degree in public health, epidemiology, or relevant sciences.
  • At least 2 years of experience in disease surveillance or public health informatics.
  • Willingness to learn new data systems and ensure data security and integrity.
  • Proactive, self-motivated, team-oriented, and adaptable to dynamic environments.
  • Salary: $128,750

Additional Desired Qualities:

  • Experience with data quality assurance, reporting, troubleshooting, and feedback.
  • Proficiency in navigating computer systems, especially REDCap.
  • Excellent communication and interpersonal skills.
  • Strong analytical skills and experience managing complex data.
  • Ability to manage multiple projects and priorities efficiently.
  • Experience with stakeholder engagement and project management.
  • Willingness to work outside of regular hours during emergencies.

Additional Information:

  • This is a temporary, grant-funded position ending in November 2027.
  • Candidate must reside in the tri-state area (NY, NJ, CT) by the start date; preference for NYC residents.
  • Work hours: Monday-Friday, remote, 35 hours/week.
