EXB Solutions (a Quest Defense Systems and Solutions company) is growing and looking to add a Program Manager – FPGA for our DO-254 Aerospace Programs. This role will ideally be based out of our Minneapolis, MN or Scottsdale, AZ or Endicott, NY office but open to remote candidates with 10% travel.

Our Program Manager, oversees and drive the successful execution of complex programs, primarily related to FPGA design, development, testing and validation. This role requires strategic planning, cross-functional coordination, and effective stakeholder management to ensure programs are delivered on time, within scope, and within budget. The ideal candidate will have a strong background in program management, leadership experience, and the ability to balance technical, financial, and operational aspects of multiple projects.

The successful candidate is detail-oriented and highly collaborative. There will be a significant amount of interaction with the customer’s teams. Listening to the customer’s issues and offering proactive solutions is critical to building a strong relationship with this customer.

As a Program Manager, you will oversee multiple FPGA engineering teams and projects for aerospace clients, ensuring compliance with DO-254 standards. This individual will be responsible for managing scope, schedule, budget, and resources. They will support proposal development, interface with customers, and ensure smooth coordination between internal teams, including engineering and Sales. They will be responsible for interviewing and selecting FPGA engineers to support client programs, as well as moving engineers between programs as necessary.

This role requires deep knowledge of FPGA programs, with specific experience in DO-254 certification processes and previous leadership of similar projects.

Key Responsibilities:

  • Lead multiple DO-254 FPGA teams across aerospace clients, managing the customer’s SOW, contractual commitments, and performance throughout contract phases.
  • Act as the primary contact for customers, aligning on scope, technical requirements, and deliverables. Collaborate with customers to define metrics, track budgets, and address issues and risks.
  • Support project proposal development by understanding scope, schedule, and resources; work with Sales to ensure competitive bids and provide input on technical approach and estimates.
  • Collaborate with Sales to develop customer strategies and manage stakeholder expectations, offering subject matter expertise for pre-sales support when needed.
  • Work closely with FPGA engineers to monitor progress, provide support, and guide Team Leads in creating realistic estimates, plans, schedules, and documentation. Prioritize product changes and enhancements.
  • Identify risks early and develop mitigation strategies to avoid delays or cost overruns.
  • Track progress, create status reports, and communicate key metrics to customers and internal leadership.
  • Manage FPGA engineering personnel including working with HR and Recruiting.
  • Responsible for the operational performance of the FPGA teams including financial, employee engagement, customer satisfaction, and other key metrics identified by the organization.
  • Collaborate with resource managers internally and externally to staff projects and ensure workload continuity
  • Monitor and manage program budgets, ensuring cost-effective solutions without compromising quality

Qualifications:

  • 8+ years of aerospace experience, including direct involvement in DO-254 programs.
  • Proven experience managing FPGA programs through proposal, development, and certification phases.
  • Strong understanding of FPGA design, testing, and certification.
  • Ability to translate technical scope into schedules and budgets for proposals.
  • Proven ability to manage multiple project teams and ensure quality supplier support.
  • Experience managing remote and cross-functional teams.
  • Excellent written and verbal communication skills, with experience working with customers, engineers, and Sales teams.
  • Familiarity with project management tools (e.g., MS Project, Jira). PMP certification is a plus.

Preferred Qualifications:

  • PMP or PgMP certification.
  • Knowledge of additional aerospace standards such as DO-178C.
  • Familiarity with FPGA development tools (e.g., Xilinx, Intel Quartus).
  • Experience working in or managing engineering services work packages or technical purchased services
