Job description

The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. This position is located in the Department of Human Services (OHS), Economic Security Administration (ESA), SNAP Employment and Training Program (SNAP E&T) and Office of Performance Monitoring (OPM).

The incumbent in this role is responsible for serving as a supervisor overseeing employment and training programs that support individuals in gaining job skills, securing employment, and achieving economic self-sufficiency. This includes managing staff, ensuring program compliance, coordinating client services, developing partnerships with employers and training providers, and monitoring performance to enhance program effectiveness.

Duties and Responsibilities

Supervises staff within the OWO, plans day-to-day tasks, sets priorities, and assigns work, and prepares schedules to ensure timely efficient task completion. Implements strategies for the redesigned Temporary Assistance for Needy Families (TANF) employment program to enhance services delivery, develops inter- and intra agency relationships, and supports the continuum of services offered to recipients. Analyzes, recommends, and assists with implementing improvements to the TANF business process to enhance efficiency and effective service delivery. Contributes with coordination, monitors and tracks customer assessments and referrals to the Temporary Assistance for Needy Families (TEP) suite of services and programs, and ensures full use of available resources.

Monitors referrals to Health and Human Services agencies when families do not actively participate and assists them in accessing the services. Meets individually with subordinates to plan and review cases, discusses engagement strategies, and evaluates effectiveness of staff, programs and services. Exercises sound judgment, initiative, and leadership with employees, families needing services, and providers administering services to ensure participants access high quality services that address their needs. Participates in supervisory conferences; educational training and workshops and remains up to date on TANF policy, procedures, and related practice issues.

Qualifications and Education

Undergraduate and Graduate Education: Major study - vocational rehabilitation, vocational or educational counseling, or other fields related to the position.

OR

Specialized experience is experience in a program of direct social welfare services that required the application of program policy and operations knowledge in providing social welfare services and/or assisting social workers. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower level in the normal line of progression. Examples of Specialized Experience is experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention.

Duration of Appointment: Management Supervisory Service (MSS) At-Will

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.

Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.

Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.

Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.

Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.

Residency Preference: When claiming residency preference, you are required and must agree in writing to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona fide Districts residency for the seven-year (7 year) period will result in forfeiture of employment.
