The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. This position is located in the Division of Innovation & Change Management (DICM), under the District of Columbia Access System (DCAS) HelpDesk team within the Economic Security Administration (ESA), Department of Human Services (DHS).

The incumbent in this role is responsible for establishing training programs to increase the knowledge, skill and competencies of agency employees so that they may provide the highest quality and most cost-effective services to the residents of the District of Columbia. Programs included are Preventing Sexual Harassment in the Workplace, Stress Management, Domestic Violence Awareness, Customer Service, Sexual Orientation Awareness, Organizational Skills and programs for administrative support staff.

Duties and Responsibilities

Serves as a Training Specialist for one or more benefit programs and general supportive skills such as Customer Service. Analyzes and identifies training needs; develops training plans and instructional approaches; and creates comprehensive training programs, including content, materials, and visual aids. Coordinates logistics for training delivery and executes training sessions to ensure effective knowledge transfer and skill development. Conduct studies and surveys in coordination with program managers and other relevant personnel to identify performance gaps, determine root causes, and recommend training solutions to improve staff knowledge and service delivery. Determines training objectives, course scope, and evaluation criteria to ensure programs align with agency goals and performance standards.

Plans course content using applicable Federal regulations and ESA guidelines, ensuring accuracy and relevance in all training sessions delivered to staff. Designs and develops a variety of instructional materials, including desk guides, job aids, training modules, and workshop content to facilitate employee learning and program compliance. Delivers training programs and modules regularly, ensuring timely updates and revisions based on changes in policy, procedures, or operational needs. Researches subject matter through agency manuals, procedural documents, and external sources to maintain current and comprehensive training content. Develops detailed training syllabi organized into modular components that reflect program goals, instructional strategies, and measurable learning outcomes.

Qualifications and Education

Undergraduate and Graduate Education:Major study - education or a subject area related to the position to be filled.

OR

Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.Examples of specialized experience includes: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s): Supervising or administering a training program: Development or review of training/course materials, aids, devices, etc., and evaluation of training results: Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Collective Bargaining Unit: This position is covered under a collective bargaining agreement represented by AFSCME 2401 and you may be required to pay an agency service fee through direct payroll deduction.

Emergency Designation: This position has been designated as Emergency.Employees occupying positions designated as Emergency are required to:

Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.

Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.

Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.

Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: When claiming residency preference, you are required and must agree in writing to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona fide Districts residency for the seven-year (7 year) period will result in forfeiture of employment.
