Job summary

The Maryland Department of General Services seeks a Socio‑Economic Preference Program Compliance Manager to lead compliance with MBE, VSBE, and SBR programs. You will oversee the Procurement Review Group, develop SOPs for market research, and train stakeholders across agencies to ensure regulatory adherence.

You will analyze procurement practices, monitor performance, and collaborate with state agencies to drive race-neutral strategies and supplier diversity initiatives across Maryland.

Qualifications

• Bachelor’s degree in Public Administration, Business Administration, Law, Procurement, Economics, or related field.
• CPPO or Maryland-specific procurement training certification is preferred.

Responsibilities

• Lead market research to set supplier diversity goals in state procurements and develop race-neutral strategies.
• Develop and deliver training for DGS OSP and agencies on supplier diversity and race-neutral initiatives.
• Coordinate with agencies, contractors, and minority groups to promote supplier diversity and ensure consistent MBE/VSBE/SBR implementation.
• Track MBE/VSBE/SBR participation, build dashboards, and ensure contracts over $200,000 comply with MBE requirements.
• Continuously enhance the supplier diversity program with feedback, policy updates, and regulatory changes.
