Job Summary This position leads the Supplier Diversity and Reporting Unit within the Office of Procurement and Property Control, Division of Finance and Administration, and serves as the University's designated Socioeconomic Program (MBE, SBR, and VSBE (if adopted)) Liaison. The position is accountable for four institutional functions: (1) supervision of the unit's permanent and temporary staff and the workplans, standards, and training that govern their work; (2) all procurement reporting produced by the University, including statutory and regulatory submissions to the Office of Small, Minority, and Women Business Affairs (OSBA), the Department of General Services, the University's Board of Regents, the Board of Public Works (BPW), and the Maryland General Assembly, as well as internal spend and utilization reporting for Division leadership; (3) the BPW submission process from agenda planning through post-approval tracking; and (4) revising, maintaining, and disseminating all procurement policies and procedures for the Office of Procurement and Property Control.

This position is a voting member of the University's Procurement Review Group (PRG), which sets and defends socioeconomic participation goals, determines the sufficiency of waiver and good-faith-effort documentation, directs risk-based compliance reviews and corrective action, and certifies the accuracy of data the University reports publicly. In doing so, it advances the Department's mission of transparent, legally sufficient, and cost-effective procurement that expands contracting opportunity for certified minority, small, and veteran-owned businesses, and it protects the University from audit findings, bid protests, and delayed awards.

Job Duties
Supervision and Unit Leadership

Supervises the Supplier Diversity and Reporting Unit, including the Socioeconomic Compliance Officer, the Reporting Specialist, and assigned contractual staff and student interns. Assigns and prioritizes work against statutory and internal deadlines; establishes performance expectations and conducts performance evaluations; approves timekeeping and leave; instructs and trains staff on socioeconomic program regulations, reporting systems, and policy requirements; interviews candidates and effectively recommends selection, discipline, and discharge; and responds to first-level grievances as assigned. Develops unit workplans, standard operating procedures, and desk manuals so that reporting, compliance, and policy deliverables are produced on schedule and survive staff transitions in a small, specialized unit.

Procurement Reporting

Owns all procurement reporting for the University. Compiles, validates, and certifies recurring and ad hoc reports, including monthly, quarterly, and annual socioeconomic utilization and subcontractor payment reports to OSBA; annual procurement and supplier diversity reports to the Board of Regents, the Maryland General Assembly, and the Department of General Services; and internal dashboards and spend analyses for the Director and Division leadership. Reconciles data drawn from eMaryland Marketplace Advantage (eMMA), the University's ERP/financial system, and contract files; investigates and resolves variances before submission; documents data definitions, methodology, and the reporting calendar; and identifies participation trends, risks, and opportunities requiring leadership action.

Supplier Diversity Program Administration

Serves as the University's Socioeconomic Liaison. Drives use of and reports on state-designated preference procurements, including Green Purchasing and Preferred Providers (Maryland Correctional Enterprises, Blind Industries and Services of Maryland, and Maryland Works). As a voting member of the University's Procurement Review Group (PRG)—together with the Procurement Director—establishes and documents participation goals for solicitations based on scope of work, available subcontracting opportunity, and the certified vendor pool; reviews waiver requests and good-faith-effort documentation and makes or recommends determinations; advises Procurement Officers on the sufficiency of MBE submissions and whether errors or omissions are curable; maintains working relationships with certified firms and prime contractors to confirm that subcontractors are utilized and paid as committed; and represents the University at OSBA liaison meetings and statewide procurement forums.

Board of Public Works Submission Process

Manages the University's Board of Public Works (BPW) submission process end to end. Maintains the BPW calendar and agenda deadlines; determines which procurement actions require BPW, DBM, or DGS approval; drafts, assembles, and quality-reviews agenda items and supporting documentation for accuracy, completeness, and legal sufficiency; routes items for internal approval through the Director, the Office of the General Counsel, and Division leadership; coordinates submission and follow-up with DGS and BPW staff; tracks items through the agenda cycle and records outcomes; and resolves questions, holds, and deferrals. Trains procurement staff and requesting departments on BPW documentation requirements and lead times.

Procurement Policy and Procedure Administration

Revises, maintains, and disseminates all Office of Procurement and Property Control policies, procedures, forms, templates, and desk manuals. Monitors changes to the State Finance and Procurement Article, COMAR Title 21, Board of Regents policy, and BPW advisories and assesses their operational impact; drafts and recommends revisions to the Director; maintains a version-controlled policy library with an established review and publication schedule; and communicates changes to procurement staff, campus departments, and the vendor community through written guidance, the department website, and training.

Compliance Monitoring, Audit, and Corrective Action

Directs risk-based compliance reviews of solicitations, awards, and active contracts for adherence to socioeconomic program requirements and University procurement policy. Establishes review schedules and sampling criteria; oversees monitoring of subcontractor payment reporting; documents findings; recommends corrective action and tracks it to closure; escalates unresolved non-compliance to the Director and the Office of the General Counsel; and serves as the department's point of contact for internal and external auditors, including the preparation of responses to audit findings and management decisions.

Training, Outreach, and Technical Assistance

Designs and delivers training and technical assistance on supplier diversity requirements, procurement policy, and reporting obligations to procurement staff, campus departments, prime contractors, and certified small, minority, and veteran-owned firms. Plans and participates in vendor outreach, pre-bid, and matchmaking events; prepares outreach materials and executive briefings; and responds to vendor and department inquiries within established service standards.
