Job summary

The Maryland Department of General Services (DGS) seeks a Socio-Economic Preference Program Compliance Manager to lead and oversee Maryland's MBE, VSBE, and SBR efforts, ensuring regulatory compliance and effective program management.

You will manage the PRG process, develop SOPs for market research, and train stakeholders across agencies to improve supplier diversity and race-neutral strategies. This is an at-will, management service position based in Baltimore.

Qualifications

• Bachelor's degree in Public Administration, Business Administration, Law, Procurement, Economics, or a related field.
• Certifications such as CPPO or Maryland-specific procurement training.
• Expertise in market research and developing strategic supplier diversity initiatives.
• Policy implementation, compliance auditing, and performance monitoring.
• Analytical ability to assess procurement practices and support diversity goal setting.
• Experience delivering training, workshops, and presentations to diverse stakeholders.
• Proven ability to develop performance dashboards and generate reports.
• Collaboration with state agencies, contractors, business groups, and minority organizations.

Responsibilities

• Lead and manage comprehensive market research to explore opportunities for setting supplier diversity goals in Maryland procurements.
• Develop and lead training programs for DGS OSP and executive agencies to support supplier diversity and race-neutral initiatives.
• Collaborate with state agencies, contractors, business groups, and minority organizations to promote supplier diversity.
• Track and analyze MBE, VSBE, and SBR participation and create dashboards/reports on progress.
• Continuously assess and enhance the supplier diversity program while staying compliant with regulations.
