Job summary

Naval Supply Systems Command seeks a Procurement Analyst in the Contracting Management Directorate of CNSSC Operational Support Field. The role requires mastery of procurement, contracting, and negotiation to ensure regulatory compliance.

Responsibilities include reviewing high-value documents, overseeing complex contracts, and delivering DoD/DoN contracting training and guidance to personnel in the field.

Qualifications

  • Mastery knowledge of procurement, contracting, and negotiation methods to ensure compliance with regulations.
  • Experience reviewing high-value, complex acquisition documents requiring HCA-level approval.
  • Experience auditing complex contracts, evaluating COR performance, and enforcing contractor compliance.
  • Experience conducting procurement training for contracting personnel.
  • Experience interpreting DoD and DoN contracting laws, regulations, and procedures.
  • Experience evaluating field contracting activities for risk management and quality controls like PPMP.

Responsibilities

  • Review, analyze, and disposition high-value acquisition documents requiring high-level approvals.
  • Oversee auditing of complex contracts, agreements, or task orders and assess contractor performance.
  • Provide guidance on procurement regulations and compliance to field teams.
  • Conduct procurement training for contracting personnel.

Job description

You will serve as a Procurement Analyst in the Contracting Management Directorate of CNSSC OPERATIONAL SUPPORT FIELD.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a mastery knowledge of procurement, contracting, and negotiation methods to ensure regulations and requirements are met for compliance.

Specialized experience must include all of the following:

  • 1) Demonstrated experience reviewing, analyzing, and recommending disposition of high-value, complex acquisition documents requiring HCA-level approval;
  • 2) Extensive experience executing or oversight-auditing complex contracts, agreements, or task orders; this involves evaluating Contracting Officer's Representative (COR) performance, enforcing contractor compliance in dynamic operating environments, resolving complex performance issues, reviewing past performance assessments, and analyzing claims or Requests for Equitable Adjustments (REAs) to recommend final decisions or agency actions'
  • 3) Conducting procurement training for contracting personnel;
  • 4) Interpreting and applying Federal DoD and DoN contracting laws, regulations, principles and procedures to manage programs and provide guidance on all aspects of procurement;
  • 5) Experience evaluating field contracting activities to ensure compliance with control systems, managing risk, and maintaining the public trust through rigorous quality control programs like the Procurement Performance Management Assessment Program (PPMAP).
