Defense Information Systems Agency (DISA) Ft. Meade, MD seeks a contracting professional to perform a broad range of procurement actions. You will lead negotiations with diverse stakeholders and evaluate IT products, systems, and services in accordance with DoD requirements.
The position emphasizes analytical pricing, complex document preparation, and cross-functional coordination to ensure compliant, effective contract actions at the Department of Defense level.
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 U.S. Code 9905. The position is located in the Defense Information Systems Agency (DISA), Procurement Services Division, Ft. Meade, Maryland.
Veterans preference does not apply under this Direct-Hire Authority (DHA).
Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.
Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).
For GS-9 you must have at least one year of specialized experience equivalent to the next lower grade level GS-7 which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: pre-award or post-award procurement functions OR performing price or cost analysis to support contract actions OR drafting procurement documentation (i.e. market research reports or performance work statements).
For GS-11 you must have at least one year of specialized experience equivalent to the next lower grade level GS-9 which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: experience awarding or administering federal contracts OR performing price or cost analysis.
For GS-12 you must have at least one year of specialized experience equivalent to the next lower grade level GS-11 which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: experience in all phases of Federal procurement, i.e. planning, soliciting, evaluating, negotiating, awarding, and administering contracts.
Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required. Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Substitution of Education for Experience at GS-09 Level: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
Substitution of Education for Experience at GS-11 Level: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
