Duties
- Supervises a staff of senior and mid-level staff analysts, computer specialists, or information technology specialists with the responsibility for planning, organizing, and coordinating Domain-specific IT programs for the management of IT resources.
- Provides expert guidance and advice on the accomplishment of J-6 C4E objectives relating to IT
- Oversees the planning of work related to the IT-requirements of all assigned domains and establishes priorities and schedules for work accomplishment.
- Evaluates the efficiency and effectiveness of operations managed in terms of mission goals and objectives; quality standards; procedures, policy and regulatory compliance; and technical competence.
- Performs a full range of supervisory responsibilities, including development of performance standards and appraisals

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

- This position is subject to Cyber Workforce requirements as defined by the DoD 8140 policy series for the position's required CYBER Work Role(s).
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Qualifying Experience
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as:
Experience providing IT program management, such as leading and supervising technical teams, managing complex IT portfolios, and aligning IT initiatives with strategic organizational goals and experience planning, developing, and implementing IT solutions within a large organization.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Education
There is no substitution of education for the qualifying experienceat the GG-15 grade level.
Additional information
- This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
- If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
- This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
- This is a mission essential position. The nature of the position's duties and the organizations operational mission requires the incumbent to physically report to their duty station in certain situations where non-essential employees are excused.
- In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months, completing Residential qualification requirements in 12 months, and maintaining any future cybersecurity workforce qualification/ credentialing requirements.
- This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
- A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- Telework availability will be based upon the mission requirements and supervisory determination
- Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
