The Department of State Headquarters, through the INR/OPN, seeks a highly qualified GS-14/15-level expert to design, implement, and oversee public opinion surveys spanning political, economic, social, and refugee issues in Near East and South Asia. Job description

This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. This position is in the Bureau of Intelligence and Research, Office of Opinion Research (INR/OPN). INR/OPN is responsible for designing and directing foreign public opinion research on political, economic, social, etc., as well as bilateral & multilateral relationships in Near East and South Asia.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience managing public opinion survey programs and providing briefings on program-related issues to senior officials
  • Experience in the design, oversight, and analysis of public opinion surveys in the Near East/South Asia region
  • Experience managing and supervising staff and establishing guidelines and performance expectations to accomplish the goals of the organization
  • Experience providing advice, guidance, and consultation on analyses of political, economic, social, military, and refugee affairs issues and bilateral and multilateral relationships and problems associated with countries in Near East and South Asia and overall public opinion and intelligence programs for these regions

There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view;
  • Capacity to "see the job through."
