Job summary

The Department of State Headquarters is seeking a senior HR advisor within INR/EX to provide strategic direction for Civil Service and Foreign Service personnel programs across the agency. This role will help shape HR policy and programs at the highest levels.

The incumbent will manage Intelligence Community initiatives including the Joint Duty Assignment Program and will represent the Department on IC interagency forums, ensuring alignment with overall department objectives.

Qualifications

  • Experience developing strategic plans and providing recommendations to senior leadership on HR programs.
  • Experience evaluating, analyzing, and implementing HR policies, programs, and operations.
  • Experience managing HR programs and advising senior officials and stakeholders.

Job description

This position is located within the Bureau of Intelligence and Research, Office of the Executive Director (INR/EX). This position serves as INR's senior HR advisor, providing strategic direction for Civil Service and Foreign Service personnel programs while managing Intelligence Community (IC) initiatives including the Joint Duty Assignment Program and representing the Department on IC interagency forums.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience developing strategic plans and providing recommendations to senior leadership on Human Resources (HR) programs.
  • Experience evaluating, analyzing, and implementing HR policies, programs, and operations.
  • Experience managing HR programs and advising senior officials and stakeholders.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view;
  • Capacity to "see the job through."
