Job description

Summary

You will serve as a Supervisory Facility Operations Specialist in Biscayne National Park.

Major Duties
  • Park Management Team: Provides expert facility-management guidance and helps develop and implement park management strategies and policies. Evaluates maintenance programs for compliance and effectiveness. Represents the park in public and interagency engagement, negotiating and collaborating with partners. Acts on behalf of the park within delegated authority.
  • Asset, Operations & Fleet Management: Manages facility management systems and maintains asset inventories and condition assessments. Establishes asset priorities, deferred maintenance needs, and replacement values. Plans and directs operations to ensure efficient asset performance. Tracks work and adjusts annual plans to meet deficiencies and operational needs.
  • Project Management: Oversees development and implementation of facility projects, including alternatives when infrastructure cannot meet mission needs. Defines project scope and goals, coordinates planning and design, prepares budgets, and manages construction and documentation.
  • Risk Management & Safety: Runs a comprehensive safety program to eliminate hazards and enforce regulations. Manages medical monitoring programs and maintains employee safety records. Oversees incident reporting, trend analysis, inspections, and corrective actions to ensure OSHA compliance.
  • Financial Management: Develops and manages the maintenance division budget using NPS financial systems. Identifies operational needs for budget request submittals. Plans annual and multi year funding strategies (cyclic, repair/rehab, line-item construction, Federal Lands Highway Program). Ensures accountability in analyzing accounts, managing reimbursables, and reconciling property.
  • Compliance: Implements environmental management systems and programs for pollution prevention and sustainability. Ensures facilities meet NPS environmental audit standards and comply with regulations including NEPA, NHPA, building codes, life safety, NFPA, and ADA.
  • Supervisory Duties: Supervises four or more employees at least 25% of the time. Recruits, evaluates, and supports staff; establishes work plans, priorities, and schedules; recommends personnel actions; approves leave; sets performance standards; resolves complaints; identifies training needs and opportunities; and actively supports EEO principles.

This position does not allow substituting education for experience.

Requirements

Must be a U.S. Citizen or National. Appointment subject to background investigation and favorable adjudication. Males born after 12-31-59 must be registered for Selective Service. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to occasionally travel overnight away from home. You must obtain a government charge card for travel purposes. You are required to complete training, obtain and maintain a government credit card with travel and purchase authority. A financial disclosure report will be required within 30 days of appointment. You are required to obtain and maintain a Motorboat Operator Certification Course (MOCC) with 3 months of Entrance on Duty. As a condition of employment for accepting this position, you may be required to serve a 1 year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest.
