Leads and/or supervises a small to medium unit of non-exempt employees. The functional activities are primarily over a single function and may have an impact on overall operation and represent the first level of supervisory responsibility. The functions lead/supervised are comprised of clerical, trade, or technical employees that provide a service to persons inside or outside the organization and are typically restricted to assigning work, directing efforts, checking work, and providing technical guidance. The substance of the positions is procedural and routine, and is unskilled, semi-skilled, or skilled in nature and directly facilitates the work of others in the immediate unit or organization.

Job Description

The Supervisor-Utilities Electronics supervises, leads, and monitors all preventive, predictive, and corrective maintenance of a wide variety of electronic equipment related to flood control, water pumping stations or related electronic/electrical equipment to ensure efficient operation of the Dallas Water Utility. Supervises staff and provides direction and oversight.

Essential Functions

1. 1 Provides leadership, expertise, and direction in the maintenance, repair, and operation of all electronics and electric systems used to operate water distribution within the Dallas Water Utility; supervises workers providing technical skill to maintain system; prioritizes tasks, schedules and assigns maintenance requests, and ensures that staff are completing work on schedule, and have clear performance expectations.
2. 2 Hires, trains, and delivers performance evaluation and enforces discipline; verifies and approves time, manages equipment, tools, and technology and performs other supervisory tasks for department personnel.
3. 3 Participates in the development and implementation of long range plans, programs, and schedules; participates in the development and implementation of budget and resource allocation; determines goals and objectives needing emphasis; coordinates and facilitates the maintenance activities and completion of tasks to ensure safe and uninterrupted services to customers and citizens.
4. 4 Identifies, troubleshoots, and addresses issues or concerns with electronic equipment and chemical analyzers; checks and evaluates preventative maintenance standards, periodic verification and calibration, and assists in correcting breakdowns or other equipment failures; performs audits and gives technical and mechanical direction.
5. 5 Plans, controls, supervises, and coordinates maintenance activities and evaluates components; participates in and conducts various staff meetings to ensure equipment availability, reliability, and capacity in support of technicians and work order requests.
6. 6 Monitors and oversees plant and facility performance to ensure that water distribution services comply with local, state, and federal regulations; supervises the use and application of chemicals and tracks inventory; files necessary paperwork and works to optimize services and maintenance activities.
7. 7 Hears and resolves serious complaints or simple grievances from employees; refers serious grievances to higher level managers; effects disciplinary actions or recommends serious disciplinary actions to managers.
8. 8 Finds and implements methods to improve production or effectiveness.
9. 9 Performs any and all other work as needed or assigned.

Knowledge And Skills

1. 1 Thorough knowledge of Water Utility and Wastewater Management facilities.
2. 2 Thorough knowledge of the operation and function of water distribution equipment and systems including SCADA, MAXIMO, Shop Logs and other systems.
3. 3 Knowledge of testing, diagnosing and repairing of electronic and electrical instruments, pumps, motors, actuators and many more electrical components.
4. 4 Thorough knowledge of electronic theory and practice involved in the installation, testing, diagnosis, and repair of complex electronic circuitry.
5. 5 Ability to train, coordinate, and review the work of others, provide performance feedback, and implement disciplinary actions.
6. 6 Ability to identify and differentiate among color coded electronic components.
7. 7 Ability to use a variety of standard electronic and electrical testing instruments and tools.
8. 8 Ability to read and comprehend wiring diagrams and schematic drawings related to electronic equipment.
9. 9 Communicating effectively verbally and in writing
10. 10 Establishing and maintaining effective working relationships.

Minimum Qualifications

EXPERIENCE:

• Five (5) years of experience in the installation/testing/diagnosis and/or repair of instrumentation or related electronic equipment. Component-level repairs.

AND

• Two (2) years of lead work/supervisory experience. (This experience may be included in the required experience listed.)

LICENSES AND CERTIFICATIONS

• Valid driver's license with good driving record.

Education

• High school diploma or GED.

Equivalency

• An associate's degree (or higher) in an Electronic Technology field plus two (2) years of the required experience, including component-level repairs plus one (1) year of lead work/supervisory responsibilities, will meet the education and experience requirements.

Salary Range

$29.12 - $35.35

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
