This position offers an exciting and rewarding opportunity to shape organizational and employee development across the Franchise Tax Board (FTB). The incumbent will lead the design, implementation, and management of enterprise-wide projects and programs that support leadership development, staff development, end-to-end Talent Management initiatives, and survey governance and support.

Under the general direction of the Administrator II, Talent Management (TM) Unit, the incumbent ensures that the Career Development and Business Services team delivers high quality services aligned with the enterprise strategic plan. The incumbent is responsible for continuously improving the value, effectiveness, and visibility of TM services in accordance with established survey governance practices, TM strategies, the Workforce and Succession Plan, and the Organizational Development and Talent Management Bureau Business Plan.

The incumbent will supervise analysts and foster an inclusive, respectful, and collaborative environment where interpersonal skills and emotional intelligence is valued. In partnership with unit leadership, the incumbent supports the growth of a well rounded, high performing team. The incumbent brings digital fluency and a strong understanding of modern tools and technologies to enhance program delivery, streamline processes, and support data-driven decision-making across the enterprise.

  • Ability to apply data driven methods to assess training needs, evaluate program effectiveness, and improve service delivery
  • Experience leading, supervising, coaching, mentoring, and evaluating staff, specifically analytical classifications ranging from entry level to expert level
  • Demonstrated ability to inspire teamwork, maintain accountability, promote employee development, and build inclusive, engaged teams
  • Skill in facilitating collaboration across enterprise teams, committees, and governance structures
  • Experience developing and monitoring program goals, objectives, and strategies aligned with enterprise strategic plans and reporting status updates to stakeholders

  • Proven ability to lead complex projects, coordinate with stakeholders, and manage multiple competing priorities
  • Experience facilitating meetings with internal and external business partners and/or customers
  • Demonstrated skills of strong time management and organization with ability to manage multiple priorities and meet deadlines
  • Demonstrated ability to identify trends, emerging tools, and practices in learning, organizational development, leadership development, and talent management
  • Extensive experience using various MS Office Suite tool such as SharePoint, Excel, and related tools to monitor and/or improve business functions
  • Digital fluency with learning management systems, e-learning platforms, talent management systems, and related tools
  • Involvement in a diversity of activities, program areas, and/or positions that have provided you with a greater understanding and appreciation for the broader perspective of the department/enterprise
