Oversees the billing and accounts receivable function for all charges for designated financial classes. Oversees the production of claims and appeals. Processes all correspondence received from insurers, including appeals for additional reimbursement, posting payments, and follow-ups on receivables.

I. Major Responsibilities

  • Coordinates billing of inpatient and outpatient accounts. Ensures appropriate payment and reduction in accounts receivable.
  • Coordinates billing procedures for all third-party payers. Reviews billed accounts to ensure accuracy.
  • Ensures appropriate write-offs are posted and accurate.
  • Interfaces with Information Systems to ensure accurate and timely changes to computer system. Maintains billing resource files. Continues efforts to increase billing of all financial classes electronically.
  • Maintains policy and procedure manual for area. Ensures that staff is following established policy and procedures.
  • Maintains records and statistics as required. Monitors and reports on productivity and attendance of staff.
  • Assists in development and implementation of productivity standards, auditing procedures and controls to ensure that appropriate account documentation, timely collection and appropriate appeals are completed. Monitors and provides regular feedback to staff based on established standards.
  • Maintains current knowledge of third party payers billing requirements and regulatory guidelines at state and federal levels. Routinely monitors payment cycles and maintains direct communication with third party payers to immediately improve payment cycles when possible.
  • Communicates regularly with the appropriate departments to maximize reimbursement, effectiveness and efficiency of overall office function and performance.
  • Attends and participates in inter/intra departmental meetings as required. Routinely conducts team staff meetings and distributes minutes of meeting to staff and appropriate management including educational in services.
  • Attends billing Healthcare training seminars.

Standard Supervisor Level Responsibilities

  • Supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.
  • Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
  • Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation, and fosters the effective integration of efforts with system-wide initiatives.
  • Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.
  • Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.
  • Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.
  • Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements.
  • Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
  • Ensures adequate equipment and supplies for department.
  • Develops and maintains established departmental policies, procedures, and objectives.
  • Ensures compliance to all health and safety regulations and requirements.
  • Performs similar or related duties as required or directed.

II. Position Qualifications

All responsibilities are essential job functions.

License/Certification/Education

Required:

  • Bachelor's degree or equivalent experience in Healthcare industry.

Experience/Skill

Required:

  • Three to five years of experience in the Healthcare industry, with at least two years of responsibility for third party accounts receivable.
  • Two to three years of supervisory experience with demonstrated ability to provide direction and leadership to staff.
  • Excellent verbal, written and interpersonal communication skills.
  • Comprehensive knowledge of third party regulatory guidelines, CPT, ICD, and HCPCS coding and modifier assignment as it applies to billing and collections.
  • Experience with third party electronic and paper remittance process.
  • Demonstrated proficiency in use of PC's to include ability to perform spreadsheet and word processing applications.
  • Proven analytical, research and evaluation skills required to make recommendations and implement operational improvement strategies as part of a cohesive team.

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.

Department-specific competencies, including age-specific competencies and their measurements, will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents.

Work is considered sedentary. Position requires work indoors in a normal office environment.
