Auditor Appraisers perform a variety of duties related to the investigation, auditing, and appraisal of personal property for tax assessment purposes. Supervising Auditor Appraiser is the first-line supervisory level job class with the day-to-day responsibility for an assigned area of activity in the Personal Property Division. The Supervising Auditor Appraiser class differs from the lower class of Senior Auditor Appraiser in that the latter class functions as a lead worker over a group of subordinate Auditor Appraisers, and regularly performs varied advanced journey-level auditing and appraisal work.

Supervising Auditor Appraiser is the first-line supervisory level job class with the day-to-day responsibility for an assigned area of activity in the Personal Property Division. The Supervising Auditor Appraiser class differs from the lower class of Senior Auditor Appraiser in that the latter class functions as a lead worker over a group of subordinate Auditor Appraisers, and regularly performs varied advanced journey-level auditing and appraisal work.
NOTE: 9/80 and telework schedules may be available after completing probation.
Examples Of Knowledge And Abilities
Knowledge of
- Accounting principles, practices, and procedures with emphasis on auditing procedure and techniques
- The principles and techniques of management including planning, organization, supervision, and public relations
- Techniques used in audit-appraisal of all types of personal property subject to appraisal for tax assessment purposes
- The laws, codes, and regulations affecting audits and appraisals for tax purposes
Ability to
- Plan, organize, and supervise audits of all types of commercial and industrial businesses and establishments to determine the value of personal property and fixtures
- Train technical personnel
- Establish and maintain effective working relationships as necessitated by work assignments
- Communicate clearly and concisely orally and in writing
- Summarize and evaluate factors relating to appraisals
- Exercise sound independent initiative and judgment
Employment Qualifications
Minimum Qualifications
Any combination of education, training, and experience likely to provide the required knowledge and abilities for this class as described above. Typical ways include:
Either 1. One year of experience performing the duties of a Senior Auditor-Appraiser in Sacramento County service
Or 2. Two years of experience performing duties of an Associate Auditor-Appraiser in Sacramento County service
Or 3. Three years of experience performing the duties of an Auditor-Appraiser II in Sacramento County service
Or 4. Graduation from an accredited four-year college or university with specialization in accounting
AND
Four years of experience within the last ten years performing duties equivalent to an Auditor-Appraiser (Level II) or above in Sacramento County service, or equivalent service in another California county assessor's office as described in the definition and examples of duties for that class.
Note: The California Board of Equalization defines a “specialization in accounting” as a bachelor’s degree from an accredited institution of higher education with successful completion of one of the following:
- 18 semester/quarter equivalent units in accounting and/or auditing. Business law and economic courses cannot contribute toward the 18 semester/quarter equivalent units; or
- 19 semester/quarter equivalent units, of which 16 units must be accounting and/or auditing courses. Three (3) of the 19 units may be business law or economics
Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements
Travel: Persons appointed to this job class must be able and willing to travel for periods lasting up to four weeks at a time to destinations anywhere in the United States or Canada to conduct audits.
Certifications: Possession of permanent certification as an Appraiser by the California State Board of Equalization at the time of appointment. Failure to maintain the appropriate valid certification constitutes cause for suspension or termination from the class in accordance with Civil Service Commission Rules.
License Required: This job class requires possession of or ability to obtain a valid California Driver's License, Class C or higher, before the date of appointment. Failure to maintain a valid California Driver License constitutes cause for suspension or termination from the class in accordance with Civil Service Commission Rules.
Probationary Period
The probationary period for this classification is
six (6) months.

FORMULA RATE EXAMINATION (Weighted 100%)
All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.
This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
