Job summary

Insight Global is seeking an experienced Superintendent to lead field operations on MILCON projects supporting DoD, USACE, and NAVFAC programs.   • OSHA 30 Certification.

Superintendent - Military Construction (MILCON)

Position Overview

We are seeking an experienced Superintendent to lead field operations on Military Construction (MILCON) projects supporting Department of Defense (DoD), USACE, and NAVFAC programs. This individual will serve as the on-site construction leader, overseeing all aspects of field execution from site development through building turnover while ensuring compliance with federal quality, safety, and security requirements.

The ideal candidate has a strong background managing vertical and horizontal construction projects in secure government or mission-critical environments, with expertise in field coordination, subcontractor management, safety compliance, and schedule execution.

Responsibilities
  • Lead daily on-site construction activities, managing subcontractors, field personnel, equipment, deliveries, and work sequencing.
  • Coordinate site development, structural, architectural, and interior construction activities to maintain project schedules and quality standards.
  • Implement and manage site logistics plans, including access control, material staging, deliveries, traffic flow, and phased construction activities.
  • Conduct daily site walks to monitor progress, verify workmanship, identify issues, and ensure compliance with contract documents, drawings, specifications, UFC, and UFGS requirements.
  • Develop and maintain short-term look-ahead schedules and coordinate schedule updates with project leadership.
  • Interface regularly with government representatives, base personnel, inspectors, and stakeholders regarding inspections, site access, and project progress.
  • Enforce project safety requirements in accordance with OSHA standards, EM 385-1-1, and the Site-Specific Safety & Health Plan (SSHP).
  • Lead daily safety meetings, toolbox talks, field inspections, and corrective action initiatives.
  • Support quality control efforts and ensure compliance with USACE/NAVFAC quality management procedures, including the Three-Phase Quality Control Process.
  • Track inspections, testing activities, material verification, punch-list completion, and as-built documentation.
  • Maintain accurate daily reports documenting workforce activities, production quantities, weather impacts, safety observations, and project progress.
  • Monitor subcontractor performance, verify completed work quantities, and assist with project forecasting and cost-to-complete evaluations.
  • Identify field issues affecting schedule, budget, safety, or quality and provide proactive solutions.
  • Ensure compliance with project security requirements, restricted-access procedures, and Controlled Unclassified Information (CUI) handling protocols.
  • Coordinate RFIs, design clarifications, and field changes with project engineering and management teams.
  • Support commissioning, turnover activities, acceptance testing, and owner inspections through project completion.
Required Qualifications
  • 5+ years of experience as a Superintendent, General Superintendent, or construction field leader on DoD, USACE, NAVFAC, federal, or large commercial construction projects.
  • Proven experience managing both site civil and vertical building construction scopes.
  • Strong understanding of construction sequencing, field operations, site logistics, and subcontractor coordination.
  • Working knowledge of:
  • Unified Facilities Criteria (UFC)
  • Unified Facilities Guide Specifications (UFGS)
  • EM 385-1-1 Safety and Health Requirements
  • USACE/NAVFAC Quality Control programs
  • FAR/DFARS requirements applicable to field execution
  • Anti-Terrorism/Force Protection (AT/FP) requirements and military installation access procedures
  • Experience utilizing Procore, Primavera P6, and standard construction documentation platforms.
  • Ability to effectively communicate with clients, government representatives, inspectors, subcontractors, and project teams.
  • OSHA 30 Certification.
Preferred Qualifications
  • USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) Certification.
  • Additional EM 385-1-1 Safety Training or Certification.
  • Experience delivering projects utilizing innovative or advanced construction technologies.
  • Prior military service or direct experience working on active military installations and secure facilities.
  • Experience with mission-critical, data center, industrial, or federal infrastructure projects.
