Job summary

The City of Tucson Police Department is seeking a Substance Recovery Program Manager to oversee non-enforcement outreach under the COSSUP grant. This role coordinates field-based outreach, harm reduction, and post-overdose engagement with peer navigators and partner agencies.

You will supervise Community Safety Navigators, align with public safety, public health, and behavioral health partners, and manage data tracking and reporting to support program goals.

Qualifications

• Bachelor's degree required.
• Three years of relevant experience.
• Valid and unrestricted Arizona Driver License (Class D) required.

Responsibilities

• Oversee coordination and implementation of overdose prevention and substance use response activities under the COSSUP grant.
• Provide leadership to Community Safety Navigators and supervise outreach staff.
• Collaborate with public safety, public health, and behavioral health partners to improve referrals.
• Coordinate data tracking and reporting aligned with program goals.
• Support housing, treatment, and recovery resource connections.
• Lead meetings and trainings with stakeholders and represent the City in regional groups.
